Peer Review Study
This article examines the relationship between changes in health-related socioeconomic risks (HRSRs) and mental health for women ages 18-90 during the COVID-19 pandemic. Data was collected through a survey that asked questions about any patterns of change in HRSRs (food insecurity, housing instability, interpersonal violence, and difficulties with utilities and transportation). The results found that 40% of women had one or more prepandemic HRSRs, with an increase in HRSRs experience during the pandemic. The odds of depression, anxiety, and post-traumatic stress symptoms are two or three times higher among women who reported at least one HRSR.

Peer Review Study
This study sought to examine perceptions of COVID-19 related to prevention, coping, and testing of African American residents in under-resourced communities in Alabama. Utilizing the PRECEDE-PROCEED model, virtual focus groups were conducted in five urban and rural Alabama communities. The focus groups asked questions about prevention and coping barriers, prevention facilitators, and testing barriers surrounding COVID-19 for these communities. The study finds that addressing downstream determinants might be key in reducing disparities for African Americans, who experience higher rates of health disparities.

Peer Review Study
This systematic review examines COVID-19 literature on the association of race and ethnicity with COVID-19 outcomes. It also examines the association between race, ethnicity, COVID-19 outcomes, and socioeconomic determinants. Within these studies, it is shown that African American and Hispanic individuals are most likely to test positive, while Asian Americans have the highest risk for ICU admission and mortality rates run higher in Hispanic and Asian Americans. These results demonstrate health disparities for minority groups across various factors. Socioeconomic factors additionally are associated with worse COVID-19 outcomes.

Data Collection Tool
This dashboard provides an initial look into how to quantify the level of vulnerability within an area (as defined by ZIP code, ZCTA). Interacting with the data at this level allows local decision makers to understand the vulnerability of their populations, as well as the vulnerability of neighboring regions.

Case Study, Key Informant Interview
This case study discusses how Hawaii’s Behavioral Health Administration (BHA) partnered with state housing services to organize isolation and quarantine services for people experiencing homelessness. This department also focused on substance use disorder and mental illness, so they worked to build partnerships with treatment centers that individuals could enter after quarantine. The BHA has also focused on braiding funding sources between substance use disorder and homelessness efforts to provide more wraparound services and combat the siloization of different departments.

Summary Report/Recommendations
1: Ensure federal child care relief funds reach individual early care and education staff in the form of direct cash payments. 2: Ensure health coverage and guaranteed paid leave of at least two weeks for all staff working in regulated early care and education programs. 3: Adjust eligibility requirements for public safety net programs utilized by early childhood personnel until the period when all state ARPA funds related to child care are liquidated. 4: Prioritize equitable distribution of funding to programs located in communities with the most need, which have been impacted most acutely by this pandemic. 5: Improve systems administration and technical assistance to facilitate accessible, simple application processes. 6: Establish essential, yet simple data collection protocols to examine the utilization and impact of ARPA funding in order to inform future policies and resource allocation. 7: Prohibit the use of quality ratings as a determining factor for eligibility to receive ARPA funds or to condition levels of payment.

Case Study
This paper describes how a local public health agency joined a multi-sector community partnership made up of community-based organizations, clinical providers, and peer navigators and others with lived experience of homelessness. Together, this group created a strategic plan to lessen the impact of COVID-19 on people experiencing homelessness. They prioritized education, increased resource allocation and testing in shelters, and slated housing for those who tested positive or those at increased risk of COVID complications. Most of this work took place in shelters.

Toolkit
This guide is designed to help district leaders understand and respond to the specific teacher staffing gaps they’re facing, focusing on time-tested strategies that will make an immediate impact: ideas for covering absences, filling existing vacancies, and addressing chronic shortages exacerbated by the pandemic in key subject areas and in schools serving historically marginalized communities. It also offers advice on how districts can plan—in partnership with stakeholders inside and outside education—for longer-term changes to teacher pipelines, the employee value proposition for teachers, and the teacher role itself that will bring many more talented professionals into the classroom to support students in the critical years ahead.

Peer Review Study
The Native Hawaiian and Pacific Islander community experienced high COVID-19 case rates by April 2020, in addition to chronic diseases and socioeconomic disparities, so NHPI networks were mobilized to address the crisis, and a COVID-19 Response, Recovery and Resilience team was created. The team consists of multiple committees that examine policy; testing, contact tracing, and isolation; communications; social supports and resources; and data and research. This article discusses the development of a cultural framework to guide culturally informed advocacy efforts to ensure an appropriate response and recovery plan for NHPI that extends beyond COVID-19 to addressing longstanding NHPI disparities.
