Lead Local was a collaborative research project between Human Impact Partners and the Right to the City Alliance. The research focused on community power-building and its potential to address social inequities that drive health outcomes. This project was not specific to COVID-19, but its findings apply to disease response and resiliency. It found that community power-building must be central to decision-making processes for true transformation.

Peer Review Study
Blue Shield of California’s Community Health Advocates (CHA) Program was created to support whole person-health needs by helping individuals of all socio-economic statuses navigate and access community resources, social services, and medical systems. The Health Reimagined initiative embeds Community Health Advocates within physical health practices to increase access to social services and community resources, improve health outcomes, reduce medical costs, and improve overall patient experience. Interviews and focus groups were held and found value in adding CHA’s to the care team. During the pandemic, CHAs have been important. The impacts of the COVID-19 pandemic have made the need for holistic, community-integrated care even more urgent.

Summary Report/Recommendations
This article recognizes the challenges and describes the adaptations necessary to prevent the spread of COVID-19 in the workplace. It also emphasizes employee mental health needs. A theoretical framework for organizational interventions is included that utilizes an Occupational Health Psychology approach. The proposed interventions focus on 8 key topics, such as physical health and safety, and psychological wellbeing, in addition to a tiered structure (primary, secondary, and tertiary) of proposed intervention activities that scale based on need.

A toolkit to help community organizations and service providers create a trauma informed system of care, particularly for youth and families that have experienced trauma/adverse experiences. The toolkit also includes an evaluation of the authors’ own intervention to provide trauma-informed care to youth their community.

Peer Review Study
This article presents the results of a non-randomized controlled trial comparing in-person vs. telemedicine treatment for pregnant women with opioid use disorder in South Carolina. The authors found no statistically significant difference in treatment outcomes for women who received care in-person vs. via telemedicine, and no statistically significant difference in outcomes for the newborns of women in these respective groups. The authors were unable to assign trial participants to telemedicine vs. in-person care at random due to the inability of some rural patients to attend treatment in person. Also, the sample size was not sufficient to achieve ~80% power to detect a difference between the two groups. At the same time, the practice strategy is considered useful for helping to deliver telehealth treatment for vulnerable populations, including pregnant and newly parenting people with substance use disorder, and people living in rural communities.

FEMA has created a collection of best practice case studies housed on the website. It is a collection of key findings and considerations by FEMA for jurisdictions and communities regarding ongoing COVID-19 pandemic operations. They cover food banks, government engagement with citizens, considerations for people with disabilities, community emergency response teams, and volunteer management.” There is also a “Preparedness in a Pandemic” toolkit available.

Case Study
At the start of the COVID-19 pandemic, health professions students created a free childcare system for health care workers (HCW). As their usual in-person rotations stopped abruptly, students volunteered their time to childcare. Volunteers and HCW were connected by geographical closeness, with an ideal 1:1 longitudinal pairing to reduce close contacts. The service was highly utilized.

This publication by the National Council of Nonprofits offers examples of how networks are especially effective for capacity building because they catalyze innovation, improve communications, reduce duplication of past mistakes, and spread good ideas faster and more efficiently than what may typically occur in other capacity building approaches. The National Council of Nonprofits serves as a central coordinator and mobilizer to build connections, leverage capacity, and amplify voices to achieve greater impact in local communities across the country. They draw on examples from across their network of state associations of nonprofits and their own experience to make the case for using networks to build capacity and expand impact.
