This article explores the challenges of communicating public health guidance during a pandemic, focusing on the example of mask recommendations in the early stages of the COVID-19 pandemic in the United States. It underscores the ethical dilemmas faced by public health officials in balancing transparency with evolving scientific knowledge and resource shortages. Initially, there was hesitation in recommending masks for the general public due to concerns about mask shortages, leading to mixed messaging. As evidence supporting mask effectiveness grew, guidance shifted to advocating universal mask use, contributing to public confusion and mistrust. The article underscores two key ethical principles: the precautionary principle, advocating for protective action in uncertain situations, and harm reduction, emphasizing minimizing harm when complete risk elimination is unfeasible. It also highlights the importance of transparent communication but acknowledges that excessive transparency can sometimes cause confusion and mistrust. To enhance public health communication during uncertainty and resource scarcity, the article recommends utilizing trusted messengers, structuring uncertainty, acknowledging the role of values in recommendations, and recognizing emotional responses to risk information.

The 2019 call for papers on “Taboos in Health Communication: Stigma, Silence, and Voice” coincided with the emergence of COVID-19, which drastically transformed the world. This pandemic, with over 235 million cases and nearly 5 million deaths by October 2021, not only had severe health consequences but also led to economic and social crises, including increased domestic violence and mental health issues. It pushed health communication and public relations to the forefront of crisis management, overshadowing other health concerns. This shift highlighted the importance of addressing taboos, stigmas, and silences, particularly in areas like mental and reproductive health, maternal health, and vaccination efforts. The special issue explores how public relations and health communication influence public discourse and societal norms, challenging established assumptions and power dynamics in a COVID-19-dominated world. It acknowledges the historically limited connection between public health and public relations and calls for addressing cultural taboos and stigmas. The issue advocates for applying critical theory in health communication and promoting an interdisciplinary approach to address these challenges, with the ultimate goal of integrating public relations insights into broader socio-cultural, political, and economic discussions in the post-pandemic era.

The NYC Department of Health and Mental Hygiene partnered with 45 businesses or faith-based organizations in the Northeast Bronx to increase COVID-19 and flu vaccine knowledge and uptake in predominantly Black and Hispanic areas. The program disseminated health information through trusted community leaders to address vaccine hesitancy. ZIP codes with higher involvement in the program showed greater increases in vaccination rates.

Southeast Asian Coalition of Central Massachusetts, also known as SEACMA, aims to support the Southeast Asian population in Central Massachusetts. SEACMA is a trusted local partner and hub for refugees, underserved individuals, and residents of all backgrounds. SEACMA actively provided outreach, education, and prevention to their community during the COVID-19 pandemic and center community engagement in building solutions.

The Massachusetts Executive Office of Elder Affairs (EOEA) oversees programs and services for older adults through the aging service network, and worked closely with the COVID-19 command center during the COVID-19 pandemic. EOEA worked with senior affordable housing providers and advocated for vaccines for older adult populations. They also used their network to disseminate COVID-19 information to older adults, caregivers, and those working directly with older adults.

This article describes the rapid statewide COVID-19 vaccination strategy implemented by the North Carolina Department of Health and Human Services. The strategy focused on equitable distribution and reaching hard to reach populations, including racial and ethnic minority groups and rural communities.

Community fridges were popularized in the US during the Covid-19 pandemic: community fridge database Freedge showed 12 US fridges in March 2020, and 160 by February 2021. These fridges are open 24/7 and anyone can access them, freely taking or leaving fresh food. Fridges are tailored to the needs of the neighborhood, and operate either more informally among community members, or with 501(c)(3) status and donation partnerships with local grocery stores or organizations. The fridges have been anecdotally successful in increasing food access while complying with Covid safety protocols.

Practice strategy involves including unhoused peer ambassadors in outreach plans to encourage vaccination against Covid-19 in homeless encampments/shelters. Peer ambassadors were found to be effective in promoting vaccination among their peers. However, some concerns existed around the ethics of exploiting the trust unhoused PAs had with their communities, as well as apathy and frustration towards the academic and bureaucratic nature of the research study.

This article details the Project HAPPY (HIV/AIDS Prevention Project for Youth) and how it engaged Black/African-American youth through research and implementation of the project. Youth were a part of expert panel that reviewed proposed HIV/AIDS curricula. and did outreach to get youth enrolled in the program. They recruited 431 teens and enrolled 57%, with 72% of enrolled youth attending all sessions.

This article covers the efforts of Salud America!, a national Latino-focused organization that uses digital content creation to create stories, tools, and videos to increase people’s self- and collective-efficacy to engage in advocacy for healthy changes. During the early stages of the COVID-19 pandemic, the organization applied its digital content curation model to address how the pandemic affected the U.S. Latino population. They released a series of website blog posts, peer-modeled stories, podcast episodes, tweet chats, action tools for school leaders, action campaigns for individuals, and localized data tools for advocates to educate the Latino community about COVID-19.
