This resource provides guidance on how to care for children in foster care during COVID-19. During the COVID-19 pandemic, caring for children in foster care was a challenge due to the changes brought about by social distancing and other measures. Children in foster care may have experienced adversity and trauma, making them more vulnerable to the effects of these changes. To help children in foster care during this difficult time, it is important to stay connected through virtual means, look for signs of stress, establish daily routines, reassure them, seek extra help if needed, have a back-up plan for emergencies, ensure safety and security, maintain family connections through in-person or virtual visits, and weigh the risks of in-person visits based on COVID-19 guidance. It is also essential to take care of oneself as a caregiver.

Case Study
A large school district in Cincinnati partnered with their local health department and children’s hospital to develop mitigation procedures as children returned to school. These mitigation procedures successfully limited school-based spread of COVID-19 by combining best practices in rapid testing, contact tracing, and early isolation. Procedures were regularly revisited and updated in an iterative process to respond to new information and circumstances.

Practice strategy involves including unhoused peer ambassadors in outreach plans to encourage vaccination against Covid-19 in homeless encampments/shelters. Peer ambassadors were found to be effective in promoting vaccination among their peers. However, some concerns existed around the ethics of exploiting the trust unhoused PAs had with their communities, as well as apathy and frustration towards the academic and bureaucratic nature of the research study.

Peer Review Study
This study develops a microsimulation model of COVID-19 transmission in a homeless shelter and calibrated it to data from surveys conducted during COVID-19 outbreaks in five homeless shelters in three US cities from March 28 to April 10, 2022. The study estimates the probability of averting a COVID-19 outbreak when an exposed individual is introduced into a representative homeless shelter of 250 residents and 50 staff over 30 days under different infection control strategies. The results show that within communities with high COVID-19 community incidence are unable to prevent a large outbreak, despite extensive infection control strategies. This study suggests a need for non-congregate housing in high-risk settings, is needed to avoid outbreaks within these settings.

This article focuses on the evolution, activities, policy inputs, and media profile of MACC, and discusses the role of academics in advocacy and activism in the midst of a global pandemic.

This article describes the survey results of 33 Black adolescents (ages 12-17) living in Southeastern United States during the COVID-19 pandemic. The survey illustrates stressors and barriers for these teenagers, citing financial issues, access to health care, and increased mental health strain as key issues during the pandemic. These answers could provide context for addressing issues within this population.

This article parallels the works of the multidisciplinary academic group on children and coronavirus (MACC) in Israel with a multidisciplinary team from John Hopkins’ own efforts to create data-driven solutions to minimize health and education inequities for children throughout the COVID-19 pandemic. This project produced several outputs including a series of free, web-based, school-reopening modules for school and district administrators; a 2020-2021 School Reopening Tracker based on publicly available data sources; a Teacher & School Staff Vaccination COVID-19 Dashboard; and a COVID-19 Global Education Recovery Tracker. The purpose of this brief is to highlight some of the strategies states are pursuing to address equity in allocating their ARPA child care funds. It also provides a framework to support decision making around how to use recovery funds that focuses on the needs and preferences of families—particularly families that face barriers to accessing high-quality ECE. Strategies include: (1) Conducting town halls with families, providers, and other early childhood stakeholders to inform state priorities for allocating the funding.(2) Partnering with intermediary organizations to conduct outreach and technical assistance around the stabilization grants with ECE providers. (3) Using the Social Vulnerability Index to distribute grants to ECE providers that serve the communities most in need within their state.

The planning framework that is the crux of this toolkit takes leaders through four key steps: Reground, Prioritize, Plan, and Connect. At each step, leaders are prompted with a series of key questions to help clarify their thinking and decision-making. These resources help leaders move from making decisions in a reactive, crisis-driven way to developing intentional short- and long-term actionable plans.
