Children in foster care may have experienced adversity and trauma, making them more vulnerable to the effects of these changes. To help children in foster care during this difficult time, it is important to stay connected through virtual means, look for signs of stress, establish daily routines, reassure them, seek extra help if needed, have a back-up plan for emergencies, ensure safety and security, maintain family connections through in-person or virtual visits, and weigh the risks of in-person visits based on COVID-19 guidance. It is also essential to take care of oneself as a caregiver.

This article discusses the Foundation for Opioid Response Efforts (FORE) distribution of $1.3 million in grants to organizations studying the potential permanent adoption of COVID-19 care access measures to promote health equity in opioid use disorder treatment. A large school district in Cincinnati partnered with their local health department and children’s hospital to develop mitigation procedures as children returned to school. These mitigation procedures successfully limited school-based spread of COVID-19 by combining best practices in rapid testing, contact tracing, and early isolation. Procedures were regularly revisited and updated in an iterative process to respond to new information and circumstances.

Article outlines how an opioid treatment program in the Bronx, NY adjusted their clinical practice with COVID-19 and their recommendations for treatment programs going forward. Balancing Covid-19 safety and the need to safely administer medications for opioid use disorder, this program ultimately made changes that allowed for more patient-driven treatment plans that enable fewer in person clinic visits. The article advocates for patient-centered care that encourages people to safely self-manage medication, focusing on patient-centered measures in clinical decision-making, and making appropriate changes to payment/insurance models that allow for such patient-centered care.

Case Study, Key Informant Interview
This case study discusses how Hawaii’s Behavioral Health Administration (BHA) partnered with state housing services to organize isolation and quarantine services for people experiencing homelessness. This department also focused on substance use disorder and mental illness, so they worked to build partnerships with treatment centers that individuals could enter after quarantine. The BHA has also focused on braiding funding sources between substance use disorder and homelessness efforts to provide more wraparound services and combat the siloization of different departments.

The purpose of this brief is to highlight some of the strategies states are pursuing to address equity in allocating their ARPA child care funds. It also provides a framework to support decision making around how to use recovery funds that focuses on the needs and preferences of families—particularly families that face barriers to accessing high-quality ECE. Strategies include: (1) Conducting town halls with families, providers, and other early childhood stakeholders to inform state priorities for allocating the funding.(2) Partnering with intermediary organizations to conduct outreach and technical assistance around the stabilization grants with ECE providers. (3) Using the Social Vulnerability Index to distribute grants to ECE providers that serve the communities most in need within their state.
