This study examined a school-based health promotion program that partnered with academic institutions to engage medical and public health students to assist with resource discovery, development, and implementation at the onset of COVID-19 pandemic. During the COVID-19 pandemic, Brighter Bites pivoted to collaborate with medical and public health institutions to improve health and food literacy. Brighter Bites was able to rapidly provide accurate, evidence-based information related to COVID-19, as well as other social needs including food, housing, transportation, and access to healthcare.

This article discusses the preliminary data regarding Syringe Services Program (SSP) operational and service delivery changes during the response to the COVID-19 pandemic and provides key policy and service provision implications for SSPs. There is an emphasis on the distribution of services provided at SSPs and highlights the need for SSP support in providing education, prevention, and strategies to avoid emerging infectious disease outbreaks.

This article compared community health workers (CHWs) in Indiana and Texas based on the results of two research studies in order to 1) investigate the unique role of CHWs and their Spanish-speaking counterparts, promotores de salud, in rural communities and 2) understand how their advocacy efforts represent a central form of caregiving. An analysis was done of how CHWs connect structurally vulnerable clients in rural areas to resources, health education, and health and social services. CHWs and promotores de salud have acted as first responders to the needs of marginalized rural populations, especially during the COVID-19 pandemic. In addition to health education and translation work, CHWs also play an important role in advocacy, bridging the gap between clients and community leaders. While informing clients of available resources, they empower the clients to advocate for their own needs in different settings. CHWs also have the ability to engage with stakeholders and policy makers in better addressing client needs.

This case study describes how the North Carolina Department of Health and Human Services implemented a multipronged strategy to prioritize vaccinations on Black and Hispanic North Carolina residents following the disproportionate impact of COVID-19. This intervention included increasing vaccine allocation to these communities, facilitating community partnerships, and mapping these communities with the proportion of persons aged ≥65 years. They also addressed other barriers. During this implementation, vaccination rates doubled among Black residents, and the share of vaccine doses doubled.

These include incorporating equity-focused language into written documents like strategic plans and mission statements; utilizing an organizational evaluation toolkit (e.g. Bay Area Regional Health Inequities Initiative Organizational Self-Assessment Toolkit) to find opportunities to improve equity focus of public health strategy; and establishing organization-wide equity-focused work groups to ensure the continued focus on health equity in future interventions.

Public health departments have expertise on potential government sources of funding and have experience in community engagement.

This brief outlines case studies, resources, and recommendations that counties and cities can take to explicitly and intentionally embed equity staff and practices into their emergency operations structures within the public health emergency response and recovery process. To implement this strategy, health departments should build robust community partnerships before a crisis occurs. They should collaborate with community based organizations, non-profits, and leaders to ensure that interventions are responsive to community needs. Before an emergency, health departments should create a coalition of community partners, and establish a Community Organization Active in Disaster group and agree upon decision-making structures, values, and resources. Health departments should compensate partners for their time. Finally, they should provide opportunity for feedback by creating a Community Advisory Group.

Community power building organizations (CPBOs) can help support community engagement activities and drive policy change. This report outlines why health departments should collaborate with CPBOs and effective ways to work together. It includes findings from state and local departments who have worked with CPBOs to reform how decisions are made and help improve outcomes related to health equity. The findings include building power by inviting CPBOs to decision-making tables, scheduling regular meetings with CPBOs to build stronger relationships, and/or working with CBPOs to create strategies to advance health-promoting policies.
