Community health workers, sometimes called health navigators, played a key role in the public health response to COVID-19, especially among communities of color. This report describes how the community health workforce can be developed by public health departments and shares findings from a community health worker training program focused on vaccination, prevention, and contact tracing.

This article details the work of the Asian Health Services (AHS), a Federally Qualified Health Center located in Alameda County, California. In May 2020, AHS sought to document the experiences and needs of the Asian American community they serve through a cross-sectional survey. The surveys were available in English, Cantonese, Mandarin, Vietnamese, traditional Chinese, and Korean. Results display the diverse needs of the Asian American community, including issues with access to testing, anti-Asian discrimination, and language barriers offer several barriers to this community. This paper outlines how to structure a youth-friendly community-based participatory research environment to maintain strong partnerships over time. It highlights a case study from Bronx Youth as Partners in Community-Based Participatory Research which aimed to prevent and reduce mental health and other health disparities among both Latino and Black adolescents in the Bronx. Key components to positive partnerships with youth include acknowledging the developmental needs and capacities of youth, understanding the autonomy and experience in decision-making youth have, and being aware of the age timeline that youth are considered adolescents before becoming adults. Strategies for implementing these components include using a Youth Development framework that is a strength-based approach to engagement, integrates structure, uses paid trained staff, accommodates times around schedules, and ensures activities are engaging and youth-friendly. Authors note the importance in offering opportunities for youth to take on tasks that build on their strengths and interests.

Due to the geographic origins of the first major outbreak of COVID-19 in Wuhan, China, individuals of Chinese ethnic origin around the world have experienced discrimination, xenophobia, and racism during the pandemic. While reports have highlighted such incidents, this paper argues that when the conversation starts and stops at the reporting of experiences of stigma, the narrative remains as the victimization of the community. Instead, instances of COVID-19 stigma and discrimination are only one aspect of this story, where other aspects include a deeper understanding of the community itself. Highlighting the early actions that the community took to help broader society in dealing with COVID-19 at the start of the pandemic may help reframe anti-Chinese stigma during the pandemic.

In June 2020, Northwest Arkansas was a COVID-19 hotspot, with serious racial and ethnic disparities. Existing community-engaged partnerships utilized their collaborative capacity to address COVID-19 disparities in the Latinx and Pacific Islander communities. Eighteen key partners held weekly meetings and regular communication and developed four strategies: (1): health education (prevention, testing, quarantine, and follow-up care) and prevention (communication re: practices to reduce risk); (2) testing; (3) a dedicated contact tracing center with bilingual workers; (4) enhanced case management and supported quarantine.

This practice traces a 14-year partnership between health institutions and a rural Native Hawaiian community. The partnership began as a single study to study familial cardiomyopathy, then evolved towards a community-based project to improve overall health and wellbeing. As time went on, other institutions and community leaders became involved. The article focuses on the growth of institutional capacity and community service. Lessons learned can serve to engage communities in COVID-19 prevention and mitigation measures.

The article describes a practice based on training community health workers (CHWs) to present oral health information one-on-one to older Chinese adult patients. More than 98% of participants agreed that CHWs helped them improve their oral health and satisfactorily answered their questions/concerns.

This practice details the use of a classroom based, culturally grounded curriculum to prevent substance use among rural Hawaiian youth. Youth were exposed to the curriculum over a period of 2 years, and although substance use increased among control and intervention groups, the intervention group had significantly smaller increases. The curriculum focuses on resistance skills training for middle school aged youth, using video vignettes of Hawaiian youth engaged in realistic drug-related problem situations. Similar approaches could prove useful when informing Hawaiian youth about COVID-19 mitigation strategies.

This article describes a community-based participatory research initiative based on an existing community–academic partnership. Partners included the University of Arkansas, nonprofit organizations serving the Marshallese and Latinx communities, community-based nonprofit organizations, local hospital systems, a federally qualified health center, the Veteran Health Administration, the Arkansas Department of Health, and the Republic of the Marshall Islands consulate. The partnerships were leveraged to develop and implement the Comprehensive Intervention to Reduce COVID-19 Disparities in Marshallese and Latinx Communities in Benton and Washington counties. The comprehensive intervention consisted of 4 components: (1) health education, (2) testing, (3) contact tracing, and (4) care navigation (case management) for supported quarantine. After implementation of the comprehensive intervention, the proportions of new weekly cases among Marshallese and Latinx residents declined and began to align more closely with the proportions of Marshallese and Latinx community members in the 2 counties.

The article presents strategies of how Durham County Department of Public Health operationalized equity into multiple phases of its COVID-19 response through infrastructure changes and how to apply these methods to future public health emergencies to better serve vulnerable populations. This response relied upon robust data collection of demographic data to identify inequities. Infrastructure changes included standing up multiple COVID-19 Task Forces (Homeless, Community, Food Security, African American) and Strike Teams (Long-Term Care Facility, Clusters) targeting vulnerable populations; placing testing sites in targeted locations; collaborating with multisector and community partners for feedback; and providing Health Ambassadors for in-person dissemination of COVID-19 information. The paper reviews results from these interventions and lessons learned.
