Case Study
This article describes how one county’s health department partnered with emergency services to form a strike team focused on mitigating COVID-19 outbreaks in congregate living facilities. The team helped create more cohesive communication between these facilities and between facilities and the health department. This strike team identified these facilities through partnerships with community organizations. The strike team conducted wellness checks, provided PPE education, and helped facilities secure PPE. In facilities with potential outbreaks, the team provided early testing and quick isolation.

This case study outlines how Sonoma County Department of Health Services created a framework called Health Action, outlining goals for improving the most pressing health disparities in their region. The study also describes how the Department convened a collaborative Health Action Council, comprised of community partners to address the key indicators of health outlined in the framework. They created a report based in data to align the work of the Department and its partners in order to more effectively address health disparities. Some of the most pressing problems identified included disparities around education and the relationship between education and health. Formation of Health Action has resulted in multiple groups using the strategic plan to inform their efforts.

This brief describes work to partner health departments with community organizing groups, focusing on a collaboration between Santa Barbara County Public Health Department and two community organizations. These partnerships allow health departments to actively address power imbalances that may decrease community trust in health departments. The Santa Barbara Public Health Department developed an analysis of power and worked directly with grassroots organizers. To build trust, the health department undertook many actions, including sharing organizational charts, explaining decisions, facilitating personal sharing and trust exercises, spending time together, discussing structural racism, and more. During COVID-19, these partners shared information targeted towards those with various languages and literacy levels.

This paper discusses how health departments can increase community trust in their work by formally partnering with CHWs and integrating them into the department’s work. In this case study, CHWs were particularly instrumental in educating community members about COVID-19 symptoms, best practices, and more. These CHWs also served as stakeholders in a variety of health department meetings, especially around COVID-19 decision making.

In northwest Arkansas, the Marshallese community has experienced a disproportionate COVID-19 burden. This response plan, funded by the CARES act, hired English/Marshallese bilingual staff to provide contact tracing, navigation, and other types of response. Staff that were not bilingual participated in cultural humility training.

This paper describes how a local public health agency joined a multi-sector community partnership made up of community-based organizations, clinical providers, peer navigators, and individuals with lived experience of homelessness. Together, this group created a strategic plan to lessen the impact of COVID-19 on people experiencing homelessness. They prioritized education, increased resource allocation and testing in shelters, and slated housing for those who tested positive or those at increased risk of COVID-19 complications. Most of this work took place in shelters.

An early report issued by the CDC identified staff members working in multiple nursing homes as a likely source of spread of COVID-19. The authors performed the first large-scale analysis of nursing home connections via shared staff and contractors. Using a large-scale analysis of smartphone location data, they found that 49 percent of COVID-19 cases among nursing home residents was attributable to staff movement between facilities. Traditional federal regulatory metrics of nursing home quality were unimportant in predicting outbreaks. The results provide evidence for a policy recommendation of compensating nursing home workers to work at only one home and limit cross-traffic across homes.

This report discusses the results of the Priority Criminal Justice Needs Initiative’s series of workshops designed to review what lessons have been learned by the justice system’s response to COVID-19, and what response activities could help address broader challenges in the system. The report includes details on successful interventions and provides recommendations for future policies and processes that could be scaled up and sustained.

This article summarizes COVID-19 harm reduction approaches taken by a family medicine/OBGYN residency program serving rural, western North Carolina for patients with an opioid use disorder. To meet patient needs, low acuity patients were offered telehealth options and digital prescriptions for buprenorphine/naloxone. For higher acuity patients, in=person visits were maintained and the risk/benefits were weighed on a continuous basis.

This article describes how pandemic-related changes and funding increases can be leveraged to strengthen statewide crisis stabilization systems for individuals living with mental illness and substance use disorder, including recommendations for specific stakeholders to engage and action steps. The practice strategy this article is focused on is policy and organizational change to improve public health infrastructure.
