The Oregon county with the first confirmed COVID-19 case in the United States began its response in the earliest days of the pandemic. The county’s Emergency Operations Center wanted to center equity in its response and did so by rapidly creating new positions on the team: an Equity Officer, an Equity Technical Advisor, and a Language Access Coordinator. It also established an Equity Team within the center. This allowed responses to quickly identify and respond to population needs, especially those in communities of color experiencing disproportionate impacts of disease spread and burden.

Case Study
This article discusses what can be learned from the response to COVID-19 within the United States-Affiliated Pacific Islands (USAPIs). Rates of COVID-19 in this region were much lower than those in the mainland US, despite fewer public health resources. The article credits this to strong partnership and collaboration with neighboring islands, the mainland US, and the federal government; strong regional information sharing; creating and nurturing local and regional trust; and trust regionally; and decisive and aggressive quarantine practices.

In 2022, the Los Angeles County Department of Public Health piloted an innovative and barrier-reducing test-to-treat method. This approach used digital test results to submit a positive COVID-19 result and provided COVID-19 patients with Paxlovid. By adopting this rapid-response digital technology approach, public health practitioners were able to improve treatment access and reduce health disparities.

Systematic Review/Meta-Analysis
This analysis explores regional variation in COVID-19 death rates across America. It unpacks the “two Americas” narrative of some parts of the country having high demand for vaccines and others having widespread vaccine hesitancy, and shows that a divide between rates of exceeds death existed prior to the introduction in vaccines. This difference is likely due to a difference in mask use, social distancing, and other behaviors. Results underscore the importance of excess mortality measures such as wastewater testing to get a more accurate picture.

To create these zones, the Rhode Island Department of Health leveraged various federal, state, and local funding sources. This article describes the program, outcomes and impacts, and advice for local health departments seeking to replicate this model.

Systematic Review/Meta-Analysis
This article details a systematic review of current literature sources to identify how the Latinx community experiences disparities during the COVID-19 pandemic. The review found literature using population data that showed policies impacting access to health insurance, health care, sick leave, childcare, and historic wage disparities remain consequential in perpetuating existing disparities. A review of the results of all studies selected for the review is available within the article.

Case Study, Key Informant Interview
This case study discusses how Hawaii’s Behavioral Health Administration (BHA) partnered with state housing services to organize isolation and quarantine services for people experiencing homelessness. This department also focused on substance use disorder and mental illness, so they worked to build partnerships with treatment centers that individuals could enter after quarantine. The BHA has also focused on braiding funding sources between substance use disorder and homelessness efforts to provide more wraparound services and combat the siloization of different departments.

This paper describes how a local public health agency joined a multi-sector community partnership made up of community-based organizations, clinical providers, and peer navigators and others with lived experience of homelessness. Together, this group created a strategic plan to lessen the impact of COVID-19 on people experiencing homelessness. They prioritized education, increased resource allocation and testing in shelters, and slated housing for those who tested positive or those at increased risk of COVID complications. Most of this work took place in shelters.

This article describes how one county’s health department partnered with emergency services to form a strike team focused on mitigating COVID-19 outbreaks in congregate living facilities. The team helped create more cohesive communication between these facilities and between facilities and the health department. This strike team identified these facilities through partnerships with community organizations. The strike team conducted wellness checks, provided PPE education, and helped facilities secure PPE. In facilities with potential outbreaks, the team provided early testing and quick isolation.

Case Study
This case study outlines how Sonoma County Department of Health Services created a framework called Health Action, outlining goals for improving the most pressing health disparities in their region. The study also describes how the Department convened a collaborative Health Action Council, comprised of community partners to address the key indicators of health outlined in the framework. They created a report based in data to align the work of the Department and its partners in order to more effectively address health disparities. Some of the most pressing problems identified included disparities around education and the relationship between education and health. Formation of Health Action has resulted in multiple groups using the strategic plan to inform their efforts.
