This article describes how Delaware’s Department of Public Health created a COVID-19 Vaccination Playbook to document planning and implementation for vaccine distribution, outlining the state’s framework for vaccine rollout and logistical considerations for delivering. The playbook also includes guidance on recruiting and enrolling COVID-19 providers, storing and handling COVID-19 vaccines, sending second-dose reminders, disseminating vaccination program communication, monitoring vaccine safety and vaccination program goals, and addressing the needs of historically marginalized populations. Community coalitions are also being built to disseminate COVID-19 information and encourage vaccinations through calls led by the Lt. Governor in partnership with faith community leaders; sharing video testimonials of experiences with COVID-19 vaccination by community influencers; distributing digital toolkits to community leaders; partnering with Black Greek sororities and fraternities; establishing EngageDE to communicate COVID-19 information to all Delawareans, and increase use of the COVID Alert DE app; translating and increasing access to digital and physical COVID-19 educational materials; and partnering with media platforms.

The authors of this report note that there is a deficit in resources to effectively support public health’s foundational capabilities, and thus the health of our communities. The authors outlined a list of investments needed to ensure all health departments or regional partnerships have these capacities met. The authors recommend creating a Public Health Infrastructure Fund to ensure all departments invest in health tracking/assessment, hazard preparedness, communications, policy development, community partnership development, organizational competencies, and performance management.

This paper uses literature and past natural disasters to illustrate how social media networks affect disparity gaps for older adults during pandemics. The study shows racial/ethnic disparities existing both prior to and because of the pandemic, resulting in information disruption for older adults unable to access information.

This article provides insight and recommendations into how providers and healthcare systems can address the disproportionate impact of COVID-19 on sexual and gender minority groups by ensuring equitable treatment. Sexual and gender minority populations are an underserved and marginalized demographic that could be affected disproportionately by the social, psychological, financial, physiological, and mental health impacts of COVID-19. The authors provide steps for equitable treatment by healthcare staff, which include: (1) maintain and increase cultural responsiveness training and preparedness for SGM populations, (2) increase use of sexual orientation and gender identity measures in surveillance, (3) conduct research on the impacts of COVID-19 on SGM populations, and (4) include equity-focused initiatives in disaster preparedness plans. These actions toward equity would begin to allow for our current health system to care more appropriately for SGM populations.

The authors used administrative data on disproportionate felony disenfranchisement of Black residents across U.S. states, linked to geocoded individual-level health data from the 2016 Health and Retirement Study, to estimate race-specific regression models describing the relationship between racialized disenfranchisement and health among middle-aged and older adults.
