Prepared by the Community-Based Workforce Alliance, this report provides steps for local health departments (LHDs) looking to integrate community health workers (CHWs) into their health equity efforts. Utilizing a framework based on the Community Health Worker Assessment and Improvement Matrix and adapted to the COVID-19 response within the U.S., this report presents a continuum of engagement across several key areas to design or improve CHW-based programs to deliver optimal results. The report also includes a series of strategic recommendations for making discrete improvements across all areas of engagement.

This article parallels the works of the multidisciplinary academic group on children and coronavirus (MACC) in Israel with a multidisciplinary team from John Hopkins’ own efforts to create data-driven solutions to minimize health and education inequities for children throughout the COVID-19 pandemic. This project produced several outputs including a series of free, web-based, school-reopening modules for school and district administrators; a 2020-2021 School Reopening Tracker based on publicly available data sources; a Teacher & School Staff Vaccination COVID-19 Dashboard; and a COVID-19 Global Education Recovery Tracker. This article lists key findings and considerations for jurisdictions and communities regarding ongoing COVID-19 pandemic operations across the country as they relate to persons with disabilities. For example, individuals may need additional support to shop online for food or connect with organizations for food access. In addition, access to COVID-19 information may be difficult to access if websites are not 508 compliant, and a lack of internet access can compound challenges. Finally, some case studies are included for how communities responded to these challenges.

FEMA has created a collection of best practice case studies housed on the website. It is a collection of key findings and considerations by FEMA for jurisdictions and communities regarding ongoing COVID-19 pandemic operations. They cover food banks, government engagement with citizens, considerations for people with disabilities, community emergency response teams, and volunteer management.” There is also a “Preparedness in a Pandemic” toolkit available.

Case Study
The case study outlines how Lake County Health Department (LCHD) in Illinois created a health equity team whose job included facilitating relationships with community and agency partners. The case study includes examples of how the team created tools to increase awareness within LCHD of the impact of social determinants on health. For the team, LCHD specifically prioritized candidates who had lived experience in historically vulnerable communities and those who were used to multicultural bridging.

This case study outlines how the Cuyahoga County Board of Health (CCBH) in Ohio helped to found, coordinate, and facilitate a multisectoral consortium that created a Community Health Improvement Plan for the county. The consortium also implemented trainings on equity. The CCBH’s participation in the consortium helped bring equity to the front of CCBH’s strategic plan.

This article describes strategies to embed equity into the standard operations of the health department. These include incorporating equity-focused language into written documents like strategic plans and mission statements; utilizing an organizational evaluation toolkit (e.g. Bay Area Regional Health Inequities Initiative Organizational Self-Assessment Toolkit) to find opportunities to improve equity focus of public health strategy; and establishing organization-wide equity-focused work groups to ensure the continued focus on health equity in future interventions.
