White Paper/Brief
This article describes how Delaware’s Department of Public Health created a COVID-19 Vaccination Playbook to document planning and implementation for vaccine distribution, outlining the state’s framework for vaccine rollout and logistical considerations for delivering. The playbook also includes guidance on recruiting and enrolling COVID-19 providers, storing and handling COVID-19 vaccines, sending second-dose reminders, disseminating vaccination program communication, monitoring vaccine safety and vaccination program goals, and addressing the needs of historically marginalized populations. Community coalitions are also being built to disseminate COVID-19 information and encourage vaccinations through calls led by the Lt. Governor in partnership with faith community leaders; sharing video testimonials of experiences with COVID-19 vaccination by community influencers; distributing digital toolkits to community leaders; partnering with Black Greek sororities and fraternities; establishing EngageDE to communicate COVID-19 information to all Delawareans, and increase use of the COVID Alert DE app; translating and increasing access to digital and physical COVID-19 educational materials; and partnering with media platforms.

Peer Review Study
Prior research has highlighted racial and ethnic disparities in H1N1 vaccination in the United States. This study adds to this literature by utilizing an intersectionality framework to examine the joint influence of race and sex on H1N1 vaccination beliefs and behaviors among non-Hispanic Black people and non-Hispanic White people.

Summary Report/Recommendations
Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of these communities (or support them), and the root causes and structural barriers that need to be overcome.

Peer Review Study
In this paper, the authors explore the relationships between structural racism and the Black-White disparity and Hispanic-White disparity in COVID-19 vaccination rates across 45 U.S. states. The authors use racially stratified vaccination data to conduct a detailed exploration of vaccination disparities within the United States for both the non-Hispanic Black and Hispanic populations compared to the non-Hispanic White population.

Peer Review Study
The authors used administrative data on disproportionate felony disenfranchisement of Black residents across U.S. states, linked to geocoded individual-level health data from the 2016 Health and Retirement Study, to estimate race-specific regression models describing the relationship between racialized disenfranchisement and health among middle-aged and older adults.

Webinar
Panels of distinguished authors and experts presented their work at a virtual symposium in the February 2022 issue of Health Affairs, “Racism & Health.” They discussed the historical context, the evolving research practices and policies, and the lived experience of populations whose health has been harmed by individual and structural racism.

Peer Review Study
This article provides an overview of the evidence linking the primary domains of racism — structural racism, cultural racism, and individual-level discrimination — to mental and physical health outcomes. For each mechanism, the authors describe key findings and identify priorities for future research. The authors also discuss evidence for interventions to reduce racism and describe research needed to advance knowledge in this area.

White Paper/Brief
This paper serves as a foundational look into how structural racism and social determinants of health impact communities of color — particularly Black and Latino communities — in Massachusetts. This document uses local Massachusetts and national data sources to examine multiple factors for health inequities among racial minorities within the state. The primer covers demographic profiles, social drivers of health, access to coverage and care, service utilization, health outcomes, and the disparate impact of COVID-19 with infographics across multiple areas of health.
