This article examines growth rates of confirmed COVID-19 cases and mortalities over a 30-day period of the COVID-19 outbreak for each of the 100 largest U.S. cities to determine how racial residential segregation and income inequality contributed to health disparities during the COVID-19 pandemic. The data shows the growth curve for cases and mortality rates increases significantly in metropolitan areas where Black and Hispanic people are residentially segregated from White people. The article offers policy implications for making virus-resilient cities that are also health equitable.

The COVID-19 U.S. State Policy (CUSP) database documents the dates all 50 states and the District of Columbia implemented health and social policies to respond to the COVID-19 pandemic and its economic ramifications. CUSP is designed to be a tool for researchers, policymakers, the media, and the public to better understand how policies impact population health and health equity. The CUSP team tracks when and how states implemented over 200 policies during the COVID-19 pandemic and includes original source documentation.

Case Study
This case study describes how the Massachusetts Department of Public Health has partnered with a wide range of community-based organizations to ensure food security. Before the pandemic, these partners worked together to change policies related to food security, while, during the pandemic, this partnership allowed communities to quickly provide emergency food distribution. Through this network, the department and communities both created guidelines to address food securities and worked to outreach to communities about these strategies, including by reaching individuals in their languages.

Case Study
The case study outlines how Solano Public Health used funding to create a Race Equity Team, which conducted trainings internally and built relationships with external partners to address policy changes focused on racial equity. The Solano Public Health Division used this grant funding to work with community partners and other government agencies to undertake projects focused in low-resourced neighborhoods, such as conducting healthy store makeovers, adopting and implementing policies to increase access to water in parks and schools, improving clinical prevention referrals, and introducing policies that address access and exposure to tobacco. Of note, much of this work has focused on racial equity in the realm of chronic disease prevention in low-resourced neighborhoods.

The team has focused on providing trainings and assistance, helping with equity strategic planning and implementation, and training teams within each agency/department to focus on equity.

Public health partners can use this roadmap to build community power, which includes setting agendas, changing public discourse, building relationships with decision makers, and creating governance structures. This report examines decarceration as a public health response to the COVID-19 pandemic. People in correctional facilities are more susceptible to COVID-19 for a wide variety of reasons, including overcrowding and higher rates of pre-existing conditions. Public health agencies can advocate for these decarceration policies or participate directly in discharge planning or health care provision to these vulnerable populations.
