This article discusses the need for a disability data justice framework to support health equity goals. Even though 27% of American adults report having a disability, there exists limited COVID-19 data for the disabled community. Some public health surveys administered during the pandemic did not incorporate questions around disability until 2021. The article presents a series of recommendations on ways to achieve disability data justice. These include making disability a core element of all demographic data collection alongside race, ethnicity, and gender identity, increasing representation of disabled people across health professions, collaborating with members of the disabled community when developing and implementing disability data collection, and making health data accessible to all people with disabilities.

Summary Report/Recommendations
This report outlines a framework for supporting people with long COVID through increased public awareness, accommodations within the school and workplace, research, and advocacy. It emphasizes a person-centered approach to designing this framework and understanding the lived experiences of people with long COVID. As such, recommendations focus on areas identified to be of greatest importance to the community, rather than clinical researchers.

Practice strategy involves including unhoused peer ambassadors in outreach plans to encourage vaccination against Covid-19 in homeless encampments/shelters. Peer ambassadors were found to be effective in promoting vaccination among their peers. However, some concerns existed around the ethics of exploiting the trust unhoused PAs had with their communities, as well as apathy and frustration towards the academic and bureaucratic nature of the research study.

Peer Review Study
This study develops a microsimulation model of COVID-19 transmission in a homeless shelter and calibrated it to data from surveys conducted during COVID-19 outbreaks in five homeless shelters in three US cities from March 28 to April 10, 2022. The study estimates the probability of averting a COVID-19 outbreak when an exposed individual is introduced into a representative homeless shelter of 250 residents and 50 staff over 30 days under different infection control strategies. The results show that within communities with high COVID-19 community incidence are unable to prevent a large outbreak, despite extensive infection control strategies. This study suggests a need for non-congregate housing in high-risk settings, is needed to avoid outbreaks within these settings.

This paper describes how a local public health agency joined a multi-sector community partnership made up of community-based organizations, clinical providers, and peer navigators and others with lived experience of homelessness. Together, this group created a strategic plan to lessen the impact of COVID-19 on people experiencing homelessness. They prioritized education, increased resource allocation and testing in shelters, and slated housing for those who tested positive or those at increased risk of COVID complications. Most of this work took place in shelters.

Peer Review Study
Members of many underserved communities have long seen worse health outcomes, and this has been exacerbated by COVID-19. This article describes certain strategies that health departments, hospitals, universities, service providers, and others have used to engage and partner with members of underserved communities. In Chicago, health departments, hospitals, service providers, and community organizations formed an alliance that met daily to coordinate services for people experiencing homelessness. The Navajo Nation partnered with health departments and hospitals to create a health command center to get aid to people, test and contact trace, and collect funding. An alliance in Albuquerque used community based participatory research (CBPR) to complete strategic planning regarding mitigating COVID-19 among people experiencing homelessness. Other cities also used CBPR or saw grassroots efforts to partner wit health departments to increase aid and funding to communities with the greatest need.

This report collects the strategies that urban health departments used to protect residents experiencing homelessness or at risk of experiencing homelessness during COVID-19. Strategies included working with community partners (particularly shelters) to expand housing, increasing outreach and resource allocation to people experiencing homelessness, and building better communication networks.

Implementation Guide
This guidebook was designed to increase equity and access in COVID-19 testing and contact tracing in Virginia. The guidelines included a health equity framework, recommendations for working with communities, common barriers to COVID-19 testing faced by the most at-risk populations, and how to identify areas with unmet testing needs. Descriptions of how to determine appropriate interventions for testing, contact tracing, and building trusting community relationships are included.
