The Oregon county with the first confirmed COVID-19 case in the United States began its response in the earliest days of the pandemic. The county’s Emergency Operations Center wanted to center equity in its response and did so by rapidly creating new positions on the team: an Equity Officer, an Equity Technical Advisor, and a Language Access Coordinator. It also established an Equity Team within the center. This allowed responses to quickly identify and respond to population needs, especially those in communities of color experiencing disproportionate impacts of disease spread and burden.

This article identifies four key steps to preparing for the next the next public health emergency. First, public health must invest in a modernized data infrastructure that connects health and public health systems. Second, the contact tracing and disease investigation specialist workforce should be expanded, and processes set up to grow this workforce quickly during times of acute crisis. Third, better contact tracing policies should be put into place prior outbreaks to support public health systems’ ability to respond effectively. And finally, increase public awareness of and trust in their local public health infrastructure.

Case Study
This article discusses what can be learned from the response to COVID-19 within the United States-Affiliated Pacific Islands (USAPIs). Rates of COVID-19 in this region were much lower than those in the mainland US, despite fewer public health resources. The article credits this to strong partnership and collaboration with neighboring islands, the mainland US, and the federal government; strong regional information sharing; creating and nurturing local and regional trust; and trust regionally; and decisive and aggressive quarantine practices.

The article stresses the importance of leveraging the Medical Reserve Corps when responding to pandemics and other mass public health events. During the COVID-19 pandemic, these community volunteers allowed local public health agencies to quickly scale to respond to this crisis.

To improve social determinants of health, which cut across multiple sectors, states have moved toward braided and layered funding models. Engaged leadership, shared purpose and vision, formalized collaborative decision-making processes, and administrative procedures necessary to do this work are described in this article.

Case Study, Key Informant Interview
This case study discusses how Hawaii’s Behavioral Health Administration (BHA) partnered with state housing services to organize isolation and quarantine services for people experiencing homelessness. This department also focused on substance use disorder and mental illness, so they worked to build partnerships with treatment centers that individuals could enter after quarantine. The BHA has also focused on braiding funding sources between substance use disorder and homelessness efforts to provide more wraparound services and combat the siloization of different departments.

Case Study
This paper describes how a local public health agency joined a multi-sector community partnership made up of community-based organizations, clinical providers, and peer navigators and others with lived experience of homelessness. Together, this group created a strategic plan to lessen the impact of COVID-19 on people experiencing homelessness. They prioritized education, increased resource allocation and testing in shelters, and slated housing for those who tested positive or those at increased risk of COVID complications. Most of this work took place in shelters.

The guidance outlined in this report provides a roadmap for the ethical inclusion of pregnant women’s experiences in in the development and deployment of vaccines against emerging viruses. Recommendations include bolstering health information surveillance systems, stakeholder engagement with health care, women, families and communities, and changing the narrative about pregnancy and clinical research efforts. Recommendations require commitment of financial resources, addressing inequities in public health and whenever possible, the inclusion of perspectives of pregnant women. Lastly, the authors recommend that “When there is a limited supply of vaccine against a pathogenic threat that disproportionately affects pregnant women, their offspring, or both, or when only one vaccine among several is appropriate for use in pregnancy, then pregnant women should be among the priority groups to be offered the vaccine.” This prioritization process is key to addressing inequities and are guidance for future pandemic response efforts.

Summary Report/Recommendations
In this report, the National Vaccine Advisory Committee (NVAC) discusses maternal immunizations best practices, as well as gaps to implementation recommendations. One recommendation includes focusing efforts to improve financing for immunization services during pregnancy and the postpartum period. Public health and health care partners can support efforts promoting new payment and delivery models, patient-centered medical homes, and accountable care organizations. NVAC also recommends partnering with professional organizations and other maternal immunization stakeholders to develop toolkits and guidance for improving processes.

Case Study
The case study outlines how Lake County Health Department (LCHD) in Illinois created a health equity team whose job included facilitating relationships with community and agency partners. The case study includes examples of how the team created tools to increase awareness within LCHD of the impact of social determinants on health. For the team, LCHD specifically prioritized candidates who had lived experience in historically vulnerable communities and those who were used to multicultural bridging.
