Emerging Practices that show potential to achieve desirable public health outcomes in a specific real-life setting and produce early results that are consistent with the objectives of the activities and thus indicate effectiveness.
RELEASE DATE:
Systematic Review/Meta-Analysis
This review offers to provide context for the indirect health effects of the COVID-19 pandemic thus far, including its impact on health service delivery and utilization. Results found an overall decrease in utilization of health services for non-COVID-19 related care, which could lead to an increase in chronic diseases in the future as patients are not receiving timely checkups.
Promising Practices that show evidence of effectiveness in improving public health outcomes in a specific real-life setting, as indicated by achievement of aims consistent with the objectives of the activities, and are suitable for adaptation by other communities.

Toolkit
The Health Equity Assessment Toolkit (HEAT) is a software application that facilitates the assessment of within-country health inequalities. It was developed for use on desktop or laptop computers and mobile devices. Explore inequality, which enables users to explore the situation in one setting of interest (e.g. a country, province or district) to determine the latest situation of inequality and the change in inequalities over time. Compare inequality, which enables users to benchmark, i.e. compare the situation in one setting of interest with the situation in other settings.

Systematic Review/Meta-Analysis
In an effort to help build the evidence base around social determinants of health (SDOH), the Assistant Secretary for Planning and Evaluation (ASPE) engaged RAND in a project to evaluate the current evidence from programs and policies targeting SDOH and identify research questions, data sources, and data gaps. RAND used a multi-methods approach that included an environmental scan of the published and gray literature of SDOH interventions; key informant interviews with subject matter experts; and a convening of U.S. Department of Health and Human Services agencies and operating divisions to review the results of the environmental scan and offer insights on findings.

Systematic Review/Meta-Analysis
This systematic review examines COVID-19 literature on infections, hospitalizations, or deaths by race and ethnicity in the United States. Results found that Black and Hispanic populations experience higher rates of COVID-19 infection and COVID-19 related mortality, but similar rates of case fatality.

The purpose of the project is to offer clear concepts, methods, data, and programming code to improve monitoring of, as well as actions to address health inequities, accomplished by using geocoding to link area-based social metrics to public health data.

Toolkit
The COVID-19 U.S. State Policy (CUSP) database documents the dates all 50 states and the District of Columbia implemented health and social policies to respond to the COVID-19 pandemic and its economic ramifications. CUSP is designed to be a tool for researchers, policymakers, the media, and the public to better understand how policies impact population health and health equity. The CUSP team tracks when and how states implemented over 200 policies during the COVID-19 pandemic and includes original source documentation.

Toolkit
This tool is designed to support people in recognizing decision points in research and in choosing health equity – whatever and whenever their role may be in this cycle. By posing concrete questions to consider, and providing recommendations and resources for stakeholders to apply, the authors hope to encourage and support people in building a Health Equity Virtuous Cycle that continuously reinforces strategies to identify the drivers of inequities and develop solutions to dismantle them.

Peer Review Study, Systematic Review/Meta-Analysis
The authors conducted a systematic review to understand disparities in H1N1 vaccine uptake by race/ethnicity, socioeconomic status, rural/urban residence, population density, and disability status, and factors associated with unequal uptake, as well as the benefits and harms of interventions designed to attenuate inequities in H1N1 vaccine uptake—in an effort to address potential disparities in COVID-19 vaccine access and uptake.
Best Practices that show evidence of effectiveness in improving public health outcomes when implemented in multiple real-life settings, as indicated by achievement of aims consistent with the objectives of the activities.

Toolkit
The PhenX Social Determinants of Health (SDOH) Assessments Collection, now available in the PhenX Toolkit, contains protocols to help measure upstream factors that shape behaviors and health outcomes. The PhenX Toolkit provides recommended standard data collection protocols for conducting biomedical research. The protocols are selected by working groups of domain experts using a consensus process, which includes the scientific community. The toolkit provides detailed protocols for collecting data and tools to help investigators incorporate these protocols into their studies. Using protocols from the PhenX Toolkit facilitates cross-study analysis, potentially increasing the scientific impact of individual studies.
