Emerging Practices that show potential to achieve desirable public health outcomes in a specific real-life setting and produce early results that are consistent with the objectives of the activities and thus indicate effectiveness.

Peer Review Study
This article details the results of a randomized clinical trial evaluating web-based versus in-person substance use disorder counseling. While participants who completed the study reported similar levels of satisfaction with treatment, and similar rates of attendance and drug-positive urinalysis results, it should be noted that most study withdrawal occurred among participants assigned to the web-based intervention, with 26 participants withdrawing due to problems with computer or internet function. If this program were replicated in other settings, the digital divide could pose a barrier to equitable outcomes. The practice strategy this article is focused on is telemedicine for treatment of substance use disorder.

Peer Review Study
This article describes the rapid scale-up of adolescent telehealth services at the Children’s Hospital of Philadelphia (CHOP) Division of Adolescent Medicine. While the scale-up was partially effective in reaching some underserved populations (e.g., people living with HIV, people with substance use disorder, people living with mental illness), racial disparities in visit completion rates are concerning and would need to be addressed by sites replicating this intervention to avoid exacerbating health disparities. The practice strategy this article is focused on is adolescent telehealth services.

Case Study
This article describes the Rhode Island Buprenorphine Hotline, a “tele-bridge” clinic where patients undergo screening and, if appropriate, are prescribed buprenorphine for induction. This is a new model enabled by changes in federal guidance in response to the COVID-19 pandemic. Evaluation of the hotline is ongoing, but initial reception among hotline users and providers is positive. The practice strategy this article is focused on is promoting access to medication assisted treatment for individuals with opioid use disorder during the COVID-19 pandemic.

Commentary
This article describes strategies used to mitigate the impact of the COVID-19 pandemic on patients enrolled in a clinical trial providing patient navigation to pregnant mothers with opioid use disorder (OUD). The practice strategy this article is focused on is mitigating the effects of the pandemic on pregnant women with OUD, particularly those also experiencing intimate partner violence.

Summary Report/Recommendations
This article discusses the preliminary data regarding Syringe Services Program (SSP) operational and service delivery changes during the response to the COVID-19 pandemic and provides key policy and service provision implications for SSPs. There is an emphasis on the distribution of services provided at SSPs and highlights the need for SSP support in providing education, prevention, and strategies to avoid emerging infectious disease outbreaks.

Peer Review Study
This article reviews systemic factors affecting low income immigrant communities during COVID-19 and provides recommendations strategies to improve public health infrastructure using the Public Health 3.0 concept. This high-risk community represented a large portion of essential workers, who even before the pandemic faced less access to health care and were structurally marginalized. The authors discuss equity strategies including prioritizing COVID-19 public relief funds and allocating testing and vaccines to these communities. The paper also reviews how to improve public health infrastructure to mitigate disparities immigrant communities face by addressing social determinants of health, communicating about and structuring policies and programs that do not require identification, engaging cross-sector stakeholders, and developing tools to collect relevant, appropriate data.

Peer Review Study, Systematic Review/Meta-Analysis
The authors conducted a systematic review to understand disparities in H1N1 vaccine uptake by race/ethnicity, socioeconomic status, rural/urban residence, population density, and disability status, and factors associated with unequal uptake, as well as the benefits and harms of interventions designed to attenuate inequities in H1N1 vaccine uptake—in an effort to address potential disparities in COVID-19 vaccine access and uptake.

Summary Report/Recommendations
The article highlights the need for routine collection, in public health data, of disaggregated information on race, ethnicity, and immigration status, which is not currently available in most countries. Studies from the United States and the United Kingdom have revealed major health inequities among members of racial and ethnic minorities, but little is known about the impact of immigration status on COVID-19 outcomes. These data gaps are a major impediment to designing effective tailored interventions for these populations. Collection and dissemination of COVID-19 data by country of birth or self-reported race/ethnicity (for second- or several-generational minorities) will help determine the relative contribution of each of the driving factors for the observed health disparities.
