The authors call for a National Commission on COVID-19 Racial and Ethnic Health Disparities to further explore and respond to the unique challenges that the crisis presents for Black and brown communities. The authors offer a request for data: data and trends on numbers from racial and ethnic groups affected by COVID-19 must be provided by the state and national health departments.

This systematic analysis of official websites for 20 countries and 6 U.S. states revealed a wide disparity in sex-disaggregated data made available to the public and scholars. There were few cases reported by sex. None of the other characteristics were stratified by sex. The study also found a paucity of usable raw data sets and a generalized lack of standardization of captured data, making comparisons difficult. A second round of data found more complete information. The analysis revealed a wide range of sex ratios among confirmed cases. In countries where a male bias was initially reported, the proportion of women dramatically increased in 3 weeks. Accurate, peer-reviewed analysis of harmonized, sex-disaggregated data for characteristics of epidemics, such as availability of testing, suspected source of infection, or comorbidities, will be critical to understand where the observed disparities come from and to generate evidence-based recommendations for decision-making by governments.

This report from the National Academies of Sciences, Engineering, and Medicine proposes a uniform national framework for data collection to more accurately quantify disaster-related deaths, injuries, and illnesses. This article describes how following the report’s recommendations could help improve the quality and timeliness of public health surveillance data during pandemics, with special attention to addressing gaps in the data necessary to understand pandemic-related health disparities.

Data Collection Tool
The Neighborhood Atlas website was created in order to freely share measures of neighborhood disadvantage with the public, including educational institutions, health systems, not-for-profit organizations, and government agencies, in order to make these metrics available for use in research, program planning, and policy development. The Area Deprivation Index allows for rankings of neighborhoods by socioeconomic disadvantage in a region of interest (e.g., at the state or national level). It includes factors for the theoretical domains of income, education, employment, and housing quality.

This study is a nationwide analysis of county-level population demographics, COVID-19 mortality rates, and COVID-19 case rates. The study shows a positive correlation between the percentage of African-Americans living in a county and increases in mortality rates for COVID-19 positive individuals.

This article analyzed employee-based health plan beneficiary data from 2019 and 2020 to quantify changes in telemedicine and office-based care utilization. The study focused on demographic and socioeconomic measures and found that telehealth utilization was affected disproportionately by age and poverty rate.

This study examined internet usage of older adults through the California Health Interview Survey to determine how social determinants of health and socioeconomic levels can impact access to health information. The results showed that minorities with lower levels of socioeconomic status were most impacted by a digital divide and access to health information via the internet.

This study discusses the creation of a dataset that tracked COVID-19 cases and deaths by municipalities in New Jersey from April 22, 2020, to December 31, 2020. Data were drawn primarily from official county and municipality websites. Municipality-level data are essential for advancing more targeted and nuanced understanding of geographic-based risk and resilience associated with COVID-19.
