This paper describes how a local public health agency joined a multi-sector community partnership made up of community-based organizations, clinical providers, and peer navigators and others with lived experience of homelessness. Together, this group created a strategic plan to lessen the impact of COVID-19 on people experiencing homelessness. They prioritized education, increased resource allocation and testing in shelters, and slated housing for those who tested positive or those at increased risk of COVID complications. Most of this work took place in shelters.

This report details the immense toll the COVID-19 pandemic has taken, and continues to take, on Black communities. The report’s authors – physicians and public health and policy experts – note massive disparities experienced by Black Americans. The worse outcomes, are a predictable result of structural and social realities. The predicates that caused these disparities have long been present. These are cycles we have to break. The report highlights areas for immediate focus and attention, and presents a set of expert-generated recommendations for action.

This article recognizes the challenges and describes the adaptations necessary to prevent the spread of COVID-19 in the workplace. It also emphasizes employee mental health needs. A theoretical framework for organizational interventions is included that utilizes an Occupational Health Psychology approach. The proposed interventions focus on 8 key topics, such as physical health and safety, and psychological wellbeing, in addition to a tiered structure (primary, secondary, and tertiary) of proposed intervention activities that scale based on need.

The case study outlines how the city of King County created an interbranch team to focus on developing tools and policies to focus on equity across all government departments. This case study outlines how the Cook County Department of Public Health (CCDPH) in Illinois partnered with community organizers on worker and immigrant rights to create a multisectoral collaborative to address root causes of health inequity called the Collaborative for Health Equity. This collaborative explicitly works to address structural racism and health inequities. It has built relationships with local social justice organizations that have helped guide CCDPH to center health equity in its strategic plans.

This report recommends changing work policies to support employee wellness at public health agencies. Public health infrastructure is often hard to maintain due to high turnover and burnout, especially during times of crisis like COVID-19. Work policies such as flexible schedules and remote work have been shown to increase employee well-being. It also recommends the establishment of cross-jurisdictional sharing arrangements to share key staff between public health departments, e.g., epidemiologists. This can serve as a solution to chronic underfunding of public health agencies at the federal level.

This case study outlines how the Harris County Public Health Department (HCPH), Texas, developed and championed health equity-focused policies, structures, staffing positions, and trainings. In addition to outlining specific resources and frameworks other health departments can use, the report notes that HCPH used their health equity policy and procedures to redesign their response to the Zika virus.
