This study develops a microsimulation model of COVID-19 transmission in a homeless shelter and calibrated it to data from surveys conducted during COVID-19 outbreaks in five homeless shelters in three US cities from March 28 to April 10, 2022. The study estimates the probability of averting a COVID-19 outbreak when an exposed individual is introduced into a representative homeless shelter of 250 residents and 50 staff over 30 days under different infection control strategies. The results show that within communities with high COVID-19 community incidence are unable to prevent a large outbreak, despite extensive infection control strategies. This study suggests a need for non-congregate housing in high-risk settings, is needed to avoid outbreaks within these settings.

This article describes the survey results of 33 Black adolescents (ages 12-17) living in Southeastern United States during the COVID-19 pandemic. The survey illustrates stressors and barriers for these teenagers, citing financial issues, access to health care, and increased mental health strain as key issues during the pandemic. These answers could provide context for addressing issues within this population.

This article discusses the use of wastewater surveillance to indicate new levels of COVID-19 or other infection in congregate housing settings. The study sampled wastewater from a hospital and a wastewater treatment plant to detect levels of COVID-19 in the individuals residing in the hospital. The results were able to indicate levels of COVID-19 in the wastewater, but were unable to distinguish between new infection levels and residual viral shed from previously infected patients. This study shows the potential of wastewater management, and calls for the increased refinement of the process to more accurately monitor viral spread in vulnerable living situations.

This article conducted a cross-sectional study of 351 Massachusetts cities and towns from January 1-May 6, 2020, to understand what demographic, economic, and occupational factors are affecting COVID-19 incidence rates. Results found that non-Latino Black and Latino populations are at most risk of contracting COVID-19. Addressing factors like healthcare access for foreign-born non-citizens, crowded housing, and the protection of food service workers may help mitigate spread among minority populations.

This article parallels the works of the multidisciplinary academic group on children and coronavirus (MACC) in Israel with a multidisciplinary team from John Hopkins’ own efforts to create data-driven solutions to minimize health and education inequities for children throughout the COVID-19 pandemic. This project produced several outputs including a series of free, web-based, school-reopening modules for school and district administrators; a 2020-2021 School Reopening Tracker based on publicly available data sources; a Teacher & School Staff Vaccination COVID-19 Dashboard; and a COVID-19 Global Education Recovery Tracker. 1: Ensure federal child care relief funds reach individual early care and education staff in the form of direct cash payments. 2: Ensure health coverage and guaranteed paid leave of at least two weeks for all staff working in regulated early care and education programs. 3: Adjust eligibility requirements for public safety net programs utilized by early childhood personnel until the period when all state ARPA funds related to child care are liquidated. 4: Prioritize equitable distribution of funding to programs located in communities with the most need, which have been impacted most acutely by this pandemic. 5: Improve systems administration and technical assistance to facilitate accessible, simple application processes. 6: Establish essential, yet simple data collection protocols to examine the utilization and impact of ARPA funding in order to inform future policies and resource allocation. 7: Prohibit the use of quality ratings as a determining factor for eligibility to receive ARPA funds or to condition levels of payment.

It also offers advice on how districts can plan—in partnership with stakeholders inside and outside education—for longer-term changes to teacher pipelines, the employee value proposition for teachers, and the teacher role itself that will bring many more talented professionals into the classroom to support students in the critical years ahead.

Case Study
This paper describes how a local public health agency joined a multi-sector community partnership made up of community-based organizations, clinical providers, and peer navigators and others with lived experience of homelessness. Together, this group created a strategic plan to lessen the impact of COVID-19 on people experiencing homelessness. They prioritized education, increased resource allocation and testing in shelters, and slated housing for those who tested positive or those at increased risk of COVID complications. Most of this work took place in shelters.
