This article presents results from an intervention to provide medication assisted treatment (MAT) to individuals with opioid use disorder via telemedicine. This article describes outcomes for patients enrolled in the NYC Health+Hospitals Virtual Buprenorphine Clinic during the first nine weeks of the COVID-19 pandemic (March 26, 2020 through May 28, 2020). Results from this evaluation were mixed. Loss-to-follow-up was similar to rates observed in studies of in-person opioid treatment, but the authors note telemedicine-based opioid treatment poses barriers to patients who frequently change mobile phones or phone numbers, and patients with unreliable internet access. The authors also note that the generalizability of this intervention may be limited in settings with different patient populations or staff capacity.

The resource presents 7 recommendations to mitigate COVID-19 health disparities among African Americans in the areas of data collection, COVID-19 exposure and testing, health systems collaboration, human capital repurposing, and resource allocation. The authors based the recommendations on the existing public health literature and and on an analysis of relevant bioethical principles. The authors also provide information on the efforts of Chicago, Illinois’ mayoral Racial Equity Rapid Response Team to reduce these disparities in a major urban US setting.

This article describes partnership and community capacity building efforts and examines community impact, defined as successful linkages to resources and changes in stress tolerance capacity among community members. Community capacity building was conceptualized as dissemination of trauma-informed education and training, community outreach and engagement, and linkage of community members to resources. Findings include: training opportunities were widespread, resource linkage type shifted from basic services and health care to food distribution, and significant improvements occurred in coping through emotional and instrumental support (did not report stress tolerance). This demonstrated the effectiveness of community-based partnerships as capacity building strategies, as partnerships had already laid the groundwork and established trust within their communities, resulting in a nimble, local response to a global crisis. The partnerships’ response to the pandemic shows how organizations that are part of a network are able to leverage resources, new ideas, and knowledge to respond to community needs.

Case Study
This case study outlines how the Cook County Department of Public Health (CCDPH) in Illinois partnered with community organizers on worker and immigrant rights to create a multisectoral collaborative to address root causes of health inequity called the Collaborative for Health Equity. This collaborative explicitly works to address structural racism and health inequities. It has built relationships with local social justice organizations that have helped guide CCDPH to center health equity in its strategic plans.

The article presents strategies of how Durham County Department of Public Health operationalized equity into multiple phases of its COVID-19 response through infrastructure changes and how to apply these methods to future public health emergencies to better serve vulnerable populations. This response relied upon robust data collection of demographic data to identify inequities. Infrastructure changes included standing up multiple COVID-19 Task Forces (Homeless, Community, Food Security, African American) and Strike Teams (Long-Term Care Facility, Clusters) targeting vulnerable populations; placing testing sites in targeted locations; collaborating with multisector and community partners for feedback; and providing Health Ambassadors for in-person dissemination of COVID-19 information. The paper reviews results from these interventions and lessons learned.

This case study outlines how the city of Long Beach, California created an Office of Equity. These offices can help promote conversations on equity and social justice, align programming, and build capacity among many department divisions. Stakeholders are encouraged to allocate funds, find grants, and understand how health departments and other city/county departments work together, when working to consolidate or build an Office of Equity.

This case study outlines how the Harris County Public Health Department (HCPH), Texas, developed and championed health equity-focused policies, structures, staffing positions, and trainings. In addition to outlining specific resources and frameworks other health departments can use, the report notes that HCPH used their health equity policy and procedures to redesign their response to the Zika virus.

This case study outlines how the Boston Public Health Commission in Massachusetts, ensured that their workforce reflected the populations they serve. This included developing an Anti-Racism Advisory Committee to prioritize workforce development, retention, and hiring practices that advance equity; conducting all-staff trainings; and adopting an organization Racial Justice and Health Equity Initiative.

The authors analyzed prevalence testing data provided by the New York City Department of Health and Mental Hygiene and examined this in conjunction with data on the geographic distribution of risk factors for COVID-19 severity in New York City to study if testing was administered effectively and in areas of need. The objectives of this analysis were: (1) to determine changes in the distribution of COVID-19 tests, COVID-19 positive tests, the proportion of the cumulative COVID-19 tests performed relative to the total ZIP Code Tabulation Area (ZCTA) population, as well as the proportion of positive and total tests according to ZCTA over time, and (2) to determine if testing and positive testing was associated with the presence of COVID-19 risk factors according to ZCTA, and if this association changed over time.
