This article discusses the Foundation for Opioid Response Efforts (FORE) distribution of $1.3 million in grants to organizations studying the potential permanent adoption of COVID-19 care access measures to promote health equity in opioid use disorder treatment. This article discusses the process used by the New York City Health Department to prioritize populations for access to the first round of COVID-19 vaccines. The city’s process was guided by input gathered during five public meetings. During these meetings, participants emphasized the need to prioritize health equity, examining the broad swatch of personal and societal factors that make people more or less susceptible to severe COVID-19 disease.

To help policymakers and other stakeholders identify opportunities to improve health equity in their states, SHADAC has produced a set of data resources for the 50 states and the District of Columbia. Using the Behavioral Risk Factor Surveillance System (BRFSS) Survey — combining the three most recent years of data (2018–2020) to improve our ability to develop reliable state-level estimates for smaller population subgroups — SHADAC created maps and charts showing how states compare to the U.S. average in measures of people’s self-reported physical and mental health, and how people’s physical and mental health varies depending on their race and ethnicity, level of income, and age within each state.

Case Study, Key Informant Interview
This case study discusses how Hawaii’s Behavioral Health Administration (BHA) partnered with state housing services to organize isolation and quarantine services for people experiencing homelessness. This department also focused on substance use disorder and mental illness, so they worked to build partnerships with treatment centers that individuals could enter after quarantine. The BHA has also focused on braiding funding sources between substance use disorder and homelessness efforts to provide more wraparound services and combat the siloization of different departments.

This article summarizes COVID-19 harm reduction approaches taken by a family medicine/OBGYN residency program serving rural, western North Carolina for patients with an opioid use disorder. To meet patient needs, low acuity patients were offered telehealth options and digital prescriptions for buprenorphine/naloxone. For higher acuity patients, in=person visits were maintained and the risk/benefits were weighed on a continuous basis.

This article describes how pandemic-related changes and funding increases can be leveraged to strengthen statewide crisis stabilization systems for individuals living with mental illness and substance use disorder, including recommendations for specific stakeholders to engage and action steps. The practice strategy this article is focused on is policy and organizational change to improve public health infrastructure.
