This case study describes how the Virginia Equity Leadership Task Force (ELT) uses data to drive allocation of resources. ELT used a data-driven approach to learn where they should allocate resources to make a maximum impact, with a specific focus on marginalized and underserved populations who are at greatest risk of severe disease from COVID-19. They profiled neighborhoods by equity factors including income, race and ethnicity, comorbidities, crowded housing, and preferred language, and then distributed personal protective equipment with priority given to more vulnerable populations. They used similar analyses of social determinants of health; up-to-date COVID-19 vaccination status; and data on cases, hospitalizations, and deaths to determine where to place vaccine centers and hold mass vaccination events.

This case study describes how Milwaukee Health Department’s (MHD) Government Alliance on Race and Equity’s (GARE) third goal is to introduce clear and consistent equity standards in work environments. GARE adapted the Bay Area Regional Health Inequities Initiative staff survey to identify skills, organizational practices, and infrastructure needed to address health equity. This includes organizing a racial equity training (where both staff knowledge and needs are considered), creating safe and inclusive organization spaces, and developing a racial equity framework within MHD.

The authors conducted a systematic review to understand disparities in H1N1 vaccine uptake by race/ethnicity, socioeconomic status, rural/urban residence, population density, and disability status, and factors associated with unequal uptake, as well as the benefits and harms of interventions designed to attenuate inequities in H1N1 vaccine uptake—in an effort to address potential disparities in COVID-19 vaccine access and uptake.

This article explores how health data technology tools such as Artificial Intelligence (AI) and Machine Learning (ML) tools can be implemented and adapted to assist in better responses and outcomes to the COVID-19 pandemic, as well as future epidemics. This literature review focuses on peer-reviewed articles concerning four themes: COVID-19 and the need for AI; utility of AI in COVID-19 screening, contract tracing, and diagnosis; use of AI in COVID-19 patient monitoring and drug development; AI beyond COVID-19 and opportunities for Low-Middle Income Communities (LMIC). This review contains examples of ways healthcare systems have implemented AI and ML to predict and treat outcomes of COVID-19, as well as potential capacities for AI.
