This is a rapid review of peer-reviewed and grey literature summarizing guidance for the prevention and control of COVID-19 in custodial settings in the first six months of 2020. The review summarizes global recommendations across 19 domains including: preparedness; physical environments; case identification, screening, and management; communication; external access and visitation; psychological and emotional support; recreation, legal, and health service adaptation; decarceration; release and community reintegration; workforce logistics; surveillance and information sharing; independent monitoring; compensatory measures; lifting control measures; evaluation; and key populations/ settings. The authors also identify a few conflicting recommendations.

Case Study
The CO-SHARE (Co-Design of Services for Health and Reentry) study aimed to identify the health and reentry needs of those recently released from jail with specific input from those released from jail and service providers serving this population. The focus areas were: the prerelease process, one-stop service hubs, housing, and long-term support. Detailed recommendations were given, but the study primarily assesses the effectiveness of the EBCD (Experience-Based Co-Design) method in connecting community members and providers to create solutions.

Systematic Review/Meta-Analysis
This article summarizes the factors that place incarcerated people at high risk for COVID-19 infection and the effective strategies to reduce transmission and complications due to COVID-19, informed by other infectious disease outbreaks. The authors highlight the role of interagency collaboration, health communication, screening for contagious diseases, restriction, isolation and quarantine, contact tracing, immunisation programmes, epidemiological surveillance, and prison-specific guidelines in managing any outbreaks.

This article describes a stakeholder approach for implementing, evaluating, and sharing lessons learned from COVID-19 Conversations, a program developed and delivered virtually by researchers and academics at Northwell Health in Manhasset, NY. The program’s goal was to address the mental, physical, and psychosocial needs of community members. The program used Zoom/ Facebook Live to deliver 15- interactive discussions on topics ranging from health education on COVID-19 and mental health to resources for unmet social needs. Priority areas for discussion were based on responses from surveys distributed through their community networks. A total of 151 individuals completed the survey and identified priority areas for discussion. This interprofessional, cross-sector collaboration highlights the importance of public health interventions to reduce the spread of COVID-19 through easy online access and culturally relevant community education and outreach.

This article discusses a promotora-led intervention designed to provide support for invidividuals with behavioral health needs and with connection to supports to address the social determinants of health. The program was being implemented prior to the onset of COVID-19, but compares usage and need by analyzing the data pre- and post-COVID-19. Service usage and needs such as access to food, housing, and financial assistance were noted trends post-pandemic.

This qualitative study conducted focus groups with Black and Latino residents in New Jersey to better understand their experiences and perceptions of COVID-19 related policies, practices, and vaccination opportunities. The information shared emphasizes the lived experiences of minority populations navigating COVID-19’s impact on family, community, health, and historical beliefs/concerns.

Summary Report/Recommendations
This article compared community health workers (CHWs) in Indiana and Texas based on the results of two research studies in order to 1) investigate the unique role of CHWs and their Spanish-speaking counterparts, promotores de salud, in rural communities and 2) understand how their advocacy efforts represent a central form of caregiving. An analysis was done of how CHWs connect structurally vulnerable clients in rural areas to resources, health education, and health and social services. CHWs and promotores de salud have acted as first responders to the needs of marginalized rural populations, especially during the COVID-19 pandemic. In addition to health education and translation work, CHWs also play an important role in advocacy, bridging the gap between clients and community leaders. While informing clients of available resources, they empower the clients to advocate for their own needs in different settings. CHWs also have the ability to engage with stakeholders and policy makers in better addressing client needs.
