This report from RAND Corporation presents the results of a nationally-representative survey of Black Americans, coupled with follow-up data collected through interviews with survey participants who expressed vaccine hesitancy. The report identifies factors contributing to mistrust and provides recommendations to improve health messaging and communication to address vaccine hesitancy in Black communities. This article lists key findings and considerations for jurisdictions and communities regarding ongoing COVID-19 pandemic operations across the country as they relate to persons with disabilities. For example, individuals may need additional support to shop online for food or connect with organizations for food access. In addition, access to COVID-19 information may be difficult to access if websites are not 508 compliant, and a lack of internet access can compound challenges. Finally, some case studies are included for how communities responded to these challenges.

This case study profile provides several examples of disability-focused community approaches. For example, a drive-through testing resource was created by the Northwest ADA Center, which provides ways to address various considerations for testing sites, such as wheelchair access, service animals, people who are deaf, and people who are blind. Other examples include a mobile testing unit for individuals with disabilities in Union County, NJ, creating a reserved time for testing access for individuals with disabilities, conducting a risk analysis of testing sites for accessibility, and providing interpreter services at testing sites.

Peer Review Study
The article describes a study undertaken to determine whether messages delivered by physicians improve COVID-19 knowledge and preventive behaviors, and to assess the differential effectiveness of messages tailored to the Black community. This randomized control trial that included a sample of self-identified White and Black adults with less than a college education was conducted from August 7 to September 6, 2020. The final sample had 20,460 individuals (participation rate, 68%). Participants saw video messages delivered either by a Black or a White study physician. In addition, participants saw three placebo videos with generic health topics in the control groups. Participants in both the control and intervention groups were also randomly assigned to see 1 of 2 American Medical Association statements, one on structural racism and the other on drug price transparency. A physician messaging campaign effectively increased diverse groups’ COVID-19 knowledge, information-seeking, and self-reported protective behaviors.

The resource presents 7 recommendations to mitigate COVID-19 health disparities among African Americans in the areas of data collection, COVID-19 exposure and testing, health systems collaboration, human capital repurposing, and resource allocation. The authors based the recommendations on the existing public health literature and and on an analysis of relevant bioethical principles. The authors also provide information on the efforts of Chicago, Illinois’ mayoral Racial Equity Rapid Response Team to reduce these disparities in a major urban US setting.

This article summarizes the challenges COVID-19 poses to African American communities, policy considerations, and recommendations based on community members/community-based participatory research. Recommendations include: (1) Promote local community leadership to proactively inform mitigation strategies; (2) Strategically engage public health and community-attuned policy leaders and prioritize community stimulus strategies; (3) Cultivate community-informed public health disaster health literacy; (4) Foster culturally tailored behavioral and mental health dialogue and response; (5) Prioritize patient-centered medical homes and neighborhood models and (6) Redefine essential workers.

Case Study
This article summarizes the approach taken by Florida CBO the Contigo Fund, which created two relief funds to address structural inequities among the LGBTQ+ and Black communities. These funds were used to provide grants to other organizations that support these communities and direct small grants to applicants.
