This article details the work of the Asian Health Services (AHS), a Federally Qualified Health Center located in Alameda County, California. In May 2020, AHS sought to document the experiences and needs of the Asian American community they serve through a cross-sectional survey. The surveys were available in English, Cantonese, Mandarin, Vietnamese, traditional Chinese, and Korean. Results display the diverse needs of the Asian American community, including issues with access to testing, anti-Asian discrimination, and language barriers offer several barriers to this community. Filipinx/a/o Americans (FilAMS), are the third-largest Asian American group in the US. They are frequently invisible in health services research and policy, and consequently, are an afterthought in resource allocation decisions. This paper highlights historical and modern practices that impinge on FilAm health. FilAms, who experience long standing health disparities, are heavily engaged in front line health care work, but also have pre-existing health conditions and are likely to live in multigenerational household, both factors that contribute to the burden of COVID-19. Mental health concerns, elevated among front-line and essential workers during the pandemic, were compounded by anti-Asian racism and violence. The authors encourage strategies such as naming neocolonial forces that devalue and neglect FilAms, and making changes to the data collection infrastructure to facilitate the allocation of appropriate resources. Recommendations: investments that prioritize community needs, equitable resource sharing, community-led efforts, and empower communities through capacity building and interdisciplinary research.

The article describes a practice based on training community health workers (CHWs) to present oral health information one-on-one to older Chinese adult patients. More than 98% of participants agreed that CHWs helped them improve their oral health and satisfactorily answered their questions/concerns.

Case Study
A smoking cessation intervention that aimed to utilize peer/family networks to support Chinese and Vietnamese American male smokers. Health workers identifying as Chinese or Vietnamese were trained to deliver the intervention to individual smoker-family dyads, doing their own outreach and tobacco education while encouraging dyads to set their own unique goals. The intervention was successful, increasing smokers’ utilization of any cessation resources from 2.1% at the start of the study to 60.4% in 3 months. Similar models can be used an adapted to increase COVID-19 vaccination uptake and adoption of COVID-19 mitigation strategies.

The article presents strategies of how Durham County Department of Public Health operationalized equity into multiple phases of its COVID-19 response through infrastructure changes and how to apply these methods to future public health emergencies to better serve vulnerable populations. This response relied upon robust data collection of demographic data to identify inequities. Infrastructure changes included standing up multiple COVID-19 Task Forces (Homeless, Community, Food Security, African American) and Strike Teams (Long-Term Care Facility, Clusters) targeting vulnerable populations; placing testing sites in targeted locations; collaborating with multisector and community partners for feedback; and providing Health Ambassadors for in-person dissemination of COVID-19 information. The paper reviews results from these interventions and lessons learned.

This paper serves as a foundational look into how structural racism and social determinants of health impact communities of color — particularly Black and Latino communities — in Massachusetts. This document uses local Massachusetts and national data sources to examine multiple factors for health inequities among racial minorities within the state. The primer covers demographic profiles, social drivers of health, access to coverage and care, service utilization, health outcomes, and the disparate impact of COVID-19 with infographics across multiple areas of health.
