This article details the work of the Asian Health Services (AHS), a Federally Qualified Health Center located in Alameda County, California. In May 2020, AHS sought to document the experiences and needs of the Asian American community they serve through a cross-sectional survey. The surveys were available in English, Cantonese, Mandarin, Vietnamese, traditional Chinese, and Korean. Results display the diverse needs of the Asian American community, including issues with access to testing, anti-Asian discrimination, and language barriers offer several barriers to this community. This review summarizes the factors contributing to COVID-19 inequities among immigrant communities. The review concludes with the overarching recommendation of engaging and empowering immigrant communities. Facilitating factors to address health inequities in this population include providing linguistically appropriate services, addressing poverty, and ensuring undocumented immigrants have access to public benefits.

The article describes a practice based on training community health workers (CHWs) to present oral health information one-on-one to older Chinese adult patients. More than 98% of participants agreed that CHWs helped them improve their oral health and satisfactorily answered their questions/concerns.

Case Study
A smoking cessation intervention that aimed to utilize peer/family networks to support Chinese and Vietnamese American male smokers. Health workers identifying as Chinese or Vietnamese were trained to deliver the intervention to individual smoker-family dyads, doing their own outreach and tobacco education while encouraging dyads to set their own unique goals. The intervention was successful, increasing smokers’ utilization of any cessation resources from 2.1% at the start of the study to 60.4% in 3 months. Similar models can be used an adapted to increase COVID-19 vaccination uptake and adoption of COVID-19 mitigation strategies.

The article presents strategies of how Durham County Department of Public Health operationalized equity into multiple phases of its COVID-19 response through infrastructure changes and how to apply these methods to future public health emergencies to better serve vulnerable populations. This response relied upon robust data collection of demographic data to identify inequities. Infrastructure changes included standing up multiple COVID-19 Task Forces (Homeless, Community, Food Security, African American) and Strike Teams (Long-Term Care Facility, Clusters) targeting vulnerable populations; placing testing sites in targeted locations; collaborating with multisector and community partners for feedback; and providing Health Ambassadors for in-person dissemination of COVID-19 information. The paper reviews results from these interventions and lessons learned.

This article reviews systemic factors affecting low income immigrant communities during COVID-19 and provides recommendations strategies to improve public health infrastructure using the Public Health 3.0 concept. This high-risk community represented a large portion of essential workers, who even before the pandemic faced less access to health care and were structurally marginalized. The authors discuss equity strategies including prioritizing COVID-19 public relief funds and allocating testing and vaccines to these communities. The paper also reviews how to improve public health infrastructure to mitigate disparities immigrant communities face by addressing social determinants of health, communicating about and structuring policies and programs that do not require identification, engaging cross-sector stakeholders, and developing tools to collect relevant, appropriate data.
