This guide is designed to help district leaders understand and respond to the specific teacher staffing gaps they’re facing, focusing on time-tested strategies that will make an immediate impact: ideas for covering absences, filling existing vacancies, and addressing chronic shortages exacerbated by the pandemic in key subject areas and in schools serving historically marginalized communities. It also offers advice on how districts can plan—in partnership with stakeholders inside and outside education—for longer-term changes to teacher pipelines, the employee value proposition for teachers, and the teacher role itself that will bring many more talented professionals into the classroom to support students in the critical years ahead.

Summary Report/Recommendations
We recommend that lead agencies, in partnership with other state agencies, implement the following provisions in support of the early care and education workforce: (1) Ensuring federal child care relief funds reach individual early care and education staff in the form of direct cash payments. (2) Ensuring health coverage and guaranteed paid leave of at least two weeks for all staff working in regulated early care and education programs. (3) Adjusting eligibility requirements for public safety net programs utilized by early childhood personnel until the period when all state ARPA funds related to child care are liquidated. (4) Prioritizing equitable distribution of funding to programs located in communities with the most need, which have been impacted most acutely by this pandemic. (5) Improving systems administration and technical assistance to facilitate accessible, simple application processes. (6) Establishing essential, yet simple data collection protocols to examine the utilization and impact of ARPA funding in order to inform future policies and resource allocation. (7) Prohibiting the use of quality ratings as a determining factor for eligibility to receive ARPA funds or to condition levels of payment.

This report details the immense toll the COVID-19 pandemic has taken, and continues to take, on Black communities. The report’s authors – physicians and public health and policy experts – note massive disparities experienced by Black Americans. The worse outcomes, are a predictable result of structural and social realities. The predicates that caused these disparities have long been present. These are cycles we have to break. The report highlights areas for immediate focus and attention, and presents a set of expert-generated recommendations for action.

Case Study
This article summarizes the approach taken by Florida CBO the Contigo Fund, which created two relief funds to address structural inequities among the LGBTQ+ and Black communities. These funds were used to provide grants to other organizations that support these communities and direct small grants to applicants.

Case Study
The Packed Promise intervention sent monthly food boxes and food vouchers to families with children eligible for free school meals in Chickasaw Nation territory in rural Oklahoma. The deliveries themselves were successful and led to modest improvements in children’s fruit, vegetable, and whole-grain consumption, but the intervention did not result in statistically significant reductions in children’s food insecurity. Adult food insecurity was reduced initially, but the reduction was not sustained after 18 months. 2 articles were written to assess Packed Promise’s impacts on food insecurity (Briefel et al.) and fruit/veg consumption (Cabili et al.).

Peer Review Study
This article describes a stakeholder approach for implementing, evaluating, and sharing lessons learned from COVID-19 Conversations, a program developed and delivered virtually by researchers and academics at Northwell Health in Manhasset, NY. The program’s goal was to address the mental, physical, and psychosocial needs of community members. The program used Zoom/ Facebook Live to deliver 15- interactive discussions on topics ranging from health education on COVID-19 and mental health to resources for unmet social needs. Priority areas for discussion were based on responses from surveys distributed through their community networks. A total of 151 individuals completed the survey and identified priority areas for discussion. This interprofessional, cross-sector collaboration highlights the importance of public health interventions to reduce the spread of COVID-19 through easy online access and culturally relevant community education and outreach.

Evaluation Report
This case study presents findings on place-based initiatives to address social determinants of health and health inequities through the Action Centers in New York City. The Action Centers, hosted by the Health Department, are a way to address community-level social determinants of health by providing low-cost office space to partner organizations and free convening space for events, meetings, and programs. This ultimately increases community members’ access to services, beyond what the Health Department or individual organizations can offer.

This article describes an emergency preparedness strategy within an existing community-based participatory research (CBPR) partnership among African-American churches to disseminate accurate COVID-19 information: The FAITH! (Fostering African-American Improvement in Total Health) program, an academic–community partnership between Mayo Clinic and local African American churches. The authors were guided by the Centers for Disease Control and Prevention’s Crisis and Emergency Risk Communication framework to conduct a needs assessment, distribute emergency preparedness manuals, and deliver COVID-19–related messaging among African-American churches via electronic communication platforms. A needs assessment showed that the top 3 church emergency resource needs were financial support, food and utilities support, and COVID-19 health information CBPR partnerships leveraged to promote emergency preparedness and communicate risk among under-resourced communities during a pandemic.

The article presents strategies of how Durham County Department of Public Health operationalized equity into multiple phases of its COVID-19 response through infrastructure changes and how to apply these methods to future public health emergencies to better serve vulnerable populations. This response relied upon robust data collection of demographic data to identify inequities. Infrastructure changes included standing up multiple COVID-19 Task Forces (Homeless, Community, Food Security, African American) and Strike Teams (Long-Term Care Facility, Clusters) targeting vulnerable populations; placing testing sites in targeted locations; collaborating with multisector and community partners for feedback; and providing Health Ambassadors for in-person dissemination of COVID-19 information. The paper reviews results from these interventions and lessons learned.
