White Paper/Brief
The Centers for Medicare & Medicaid Services is encouraging higher vaccination rates at nursing homes. Vaccinations are required to be offered at nursing homes, yet the overall vaccination rate is below 50%. The article provides recommendations for ways nursing homes can increase vaccinations by education, communication with residents and their families, and creating action plans for individual residents. It stresses the importance of keeping treatment medications at nursing facilities.

The Cuyahoga County Board of Health partnered with congregate living facilities to try to prevent and mitigate Covid outbreaks. The Board partnered with community partners, facility staff, state health officials, and other health care professionals and organized structured team meetings to identify and respond to cases in congregate living facilities. This partnership worked together to plan testing, contract tracing, and isolation/quarantine protocols. The department also hired a resource manager who coordinated all response efforts. For high need congregate living facilities, the resource manager/partners assisted with PPE needs.

This report collects the strategies that urban health departments used to protect residents experiencing homelessness or at risk of experiencing homelessness during COVID-19. Strategies included working with community partners (particularly shelters) to expand housing, increasing outreach and resource allocation to people experiencing homelessness, and building better communication networks.

An early report issued by the CDC identified staff members working in multiple nursing homes as a likely source of spread of COVID-19. The authors performed the first large-scale analysis of nursing home connections via shared staff and contractors. Using a large-scale analysis of smartphone location data, they found that 49 percent of COVID-19 cases among nursing home residents was attributable to staff movement between facilities. Traditional federal regulatory metrics of nursing home quality were unimportant in predicting outbreaks. The results provide evidence for a policy recommendation of compensating nursing home workers to work at only one home and limit cross-traffic across homes.

White Paper/Brief
The report presents the justice system’s response to the COVID-19 pandemic and recommendations for pandemic preparedness in the future. This report discusses the results of the Priority Criminal Justice Needs Initiative’s series of workshops designed to review what lessons have been learned by the justice system’s response to COVID-19, and what response activities could help address broader challenges in the system. The report includes details on successful interventions and provides recommendations for future policies and processes that could be scaled up and sustained.

The CO-SHARE (Co-Design of Services for Health and Reentry) study aimed to identify the health and reentry needs of those recently released from jail with specific input from those released from jail and service providers serving this population. The focus areas were: the prerelease process, one-stop service hubs, housing, and long-term support. Detailed recommendations were given, but the study primarily assesses the effectiveness of the EBCD (Experience-Based Co-Design) method in connecting community members and providers to create solutions.

Summary Report/Recommendations
This article describes the benefits and foundation of telemental health, and describes how it can be scaled in correctional facilities to benefit incarcerated individuals and their families. The article describes some of the factors influencing families and the incarcerated individual, and emphasizes how additional mental health support could potentially reduce negative impacts seen during COVID-19 such as increased isolation, stress, anxiety, and depression.

Peer Review Study
This case study is on the effectiveness of COVID-19 vaccine distribution via mobile vans to residents/staff of 47,907 long-term care facilities (LTCFs) across the United States that relied on algorithms to optimize vaccine distribution. The authors developed a modeling framework for vaccine distribution to high-risk populations in a supply-constrained environment. The framework decomposed this challenge as two separate problems: an assignment problem, where they optimally mapped each LTCF to select CVS stores responsible for vaccines; and a scheduling problem, where they developed an algorithm to assign available resources efficiently. The learning and this framework may be of use to other organizations, including communities where mobile clinics can be established to efficiently distribute vaccines and other healthcare resources in a variety of scenarios.

Evaluation Report
This evaluation report described the Pima County Housing First Initiative pilot phase, which provided permanent supportive housing and case management to justice-involved individuals experiencing homelessness in Pima County, Arizona. Justice-related service utilization and health care costs declined for program participants enrolled in the program for 12 months or more, offsetting the program costs. However, additional analysis is needed to determine whether there is a causal relationship between program enrollment and reduction in service utilization.

This article describes the approach and impact of the Stanford Flu Crew, a service learning program at Stanford University School of Medicine, where pre-clinical students provide vaccines to underserved populations in community settings. The article includes information on both program outcomes (i.e., the number of people vaccinated per year over a 4-year period) and student perceptions of learning outcomes achieved through this program.
