The Cuyahoga County Board of Health partnered with congregate living facilities to try to prevent and mitigate Covid outbreaks. The Board partnered with community partners, facility staff, state health officials, and other health care professionals and organized structured team meetings to identify and respond to cases in congregate living facilities. This partnership worked together to plan testing, contract tracing, and isolation/quarantine protocols. The department also hired a resource manager who coordinated all response efforts. For high need congregate living facilities, the resource manager/partners assisted with PPE needs.

Case Study
This paper describes how a local public health agency joined a multi-sector community partnership made up of community-based organizations, clinical providers, and peer navigators and others with lived experience of homelessness. Together, this group created a strategic plan to lessen the impact of COVID-19 on people experiencing homelessness. They prioritized education, increased resource allocation and testing in shelters, and slated housing for those who tested positive or those at increased risk of COVID complications. Most of this work took place in shelters.

Case Study
This article describes how one county’s health department partnered with emergency services to form a strike team focused on mitigating COVID-19 outbreaks in congregate living facilities. The team helped create more cohesive communication between these facilities and between facilities and the health department. This strike team identified these facilities through partnerships with community organizations. The strike team conducted wellness checks, provided PPE education, and helped facilities secure PPE. In facilities with potential outbreaks, the team provided early testing and quick isolation.

This report collects the strategies that urban health departments used to protect residents experiencing homelessness or at risk of experiencing homelessness during COVID-19. Strategies included working with community partners (particularly shelters) to expand housing, increasing outreach and resource allocation to people experiencing homelessness, and building better communication networks.

An early report issued by the CDC identified staff members working in multiple nursing homes as a likely source of spread of COVID-19. The authors performed the first large-scale analysis of nursing home connections via shared staff and contractors. Using a large-scale analysis of smartphone location data, they found that 49 percent of COVID-19 cases among nursing home residents was attributable to staff movement between facilities. Traditional federal regulatory metrics of nursing home quality were unimportant in predicting outbreaks. The results provide evidence for a policy recommendation of compensating nursing home workers to work at only one home and limit cross-traffic across homes.
