This review examines major reasons for vaccine hesitancy among immigrants without documentation, particularly around lack of access to information, language barriers, and work conflicts, and fear of government/immigration services. The paper also discusses solutions to overcome vaccine hesitancy, particularly government stakeholders providing culturally and linguistically responsive information and education about COVID-19 and vaccines, and partnering with trusted community-based organizations.

Systematic Review/Meta-Analysis
This review summarizes the factors contributing to COVID-19 inequities among immigrant communities. The review concludes with the overarching recommendation of engaging and empowering immigrant communities. Facilitating factors to address health inequities in this population include providing linguistically appropriate services, addressing poverty, and ensuring undocumented immigrants have access to public benefits.

Case Study
This article describes the multi-pronged approach taken by the Klamath tribes to address COVID-19 across multiple tribal communities. An Emergency Preparedness Incident Management Team (IMT) managed the response by implementing outreach, wrap-around services (groceries, residential, medicine, etc.), tribal policies, and testing protocols. Between March to September 2020, no deaths were reported (unlike the county overall) and 12% of tribal members were tested.

This study recommends that governments should continue to fund and prioritize use of Federally Qualified Health Centers (FQHCs) as major vaccine administration sites. This retrospective cohort study examines COVID-19 vaccination administration rates at FQHCs by race and ethnicity and also the racial and ethnic equity in vaccine receipt at FQHCs. The results of the study found that vaccine administration at FQHCs was equitable for American Indian or Alaska Native, Asian, and Hispanic populations, but there were inequities for the Black population. FQHCs have provided critical access to COVID-19 vaccinations for patients from diverse racial and ethnic groups. This resource may help motivate governments to continue funding and prioritizing the use of FQHCs by showing that these health centers have provided access to COVID-19 vaccinations for patients from diverse economic, racial, and ethnic groups.

The article presents strategies of how Durham County Department of Public Health operationalized equity into multiple phases of its COVID-19 response through infrastructure changes and how to apply these methods to future public health emergencies to better serve vulnerable populations. This response relied upon robust data collection of demographic data to identify inequities. Infrastructure changes included standing up multiple COVID-19 Task Forces (Homeless, Community, Food Security, African American) and Strike Teams (Long-Term Care Facility, Clusters) targeting vulnerable populations; placing testing sites in targeted locations; collaborating with multisector and community partners for feedback; and providing Health Ambassadors for in-person dissemination of COVID-19 information. The paper reviews results from these interventions and lessons learned.

Peer Review Study
This article reviews systemic factors affecting low income immigrant communities during COVID-19 and provides recommendations strategies to improve public health infrastructure using the Public Health 3.0 concept. This high-risk community represented a large portion of essential workers, who even before the pandemic faced less access to health care and were structurally marginalized. The authors discuss equity strategies including prioritizing COVID-19 public relief funds and allocating testing and vaccines to these communities. The paper also reviews how to improve public health infrastructure to mitigate disparities immigrant communities face by addressing social determinants of health, communicating about and structuring policies and programs that do not require identification, engaging cross-sector stakeholders, and developing tools to collect relevant, appropriate data.

Peer Review Study, Systematic Review/Meta-Analysis
The authors conducted a systematic review to understand disparities in H1N1 vaccine uptake by race/ethnicity, socioeconomic status, rural/urban residence, population density, and disability status, and factors associated with unequal uptake, as well as the benefits and harms of interventions designed to attenuate inequities in H1N1 vaccine uptake—in an effort to address potential disparities in COVID-19 vaccine access and uptake.
