The Community Outreach Specialist (COS) program aimed to increase COVID-19 vaccine uptake among rural communities through targeted outreach efforts. The program trained and deployed community outreach specialists who engaged with community members, provided education about COVID-19 and vaccination, addressed concerns and misconceptions, and facilitated access to vaccination services. The COS program in reaching and engaging with socially vulnerable and medically underserved populations, successfully increasing vaccine acceptance and uptake in these communities by building trust, addressing barriers to vaccination, and tailoring outreach strategies to the local context. The article discusses the importance of community-based approaches, cultural competency, and collaboration with local organizations and leaders in achieving successful vaccine outreach. It also emphasizes the need for sustained efforts to ensure equitable access to vaccination and to address disparities in vaccine uptake among different populations.

Case Study
During the pandemic, the Minnesota Department of Health created three new teams focused on an equitable COVID-19 response. These teams included the Cultural, Faith, and Disability Communities Branch; the Tribal COVID-19 Healthcare Team; and the Vaccine Equity Branch. These teams created partnerships with community partners, elevated community voices, set equity goals and metrics, and respected tribal sovereignty in their COVID-19 response. This helped to ensure resources were used equitably and that COVID-19 responses were effective within diverse communities.

This article describes how the Northwest Portland Area Indian Health Board (NPAIHB) telehealth program, known as Extensions for Community Healthcare Outcomes (ECHO), or teleECHO, adapted to COVID-19 in providing community clinicians/public health workers access to experts. Descriptions of how healthcare providers and staff adapted practices to be culturally responsive to tribal communities is presented.

This article is a review of legal issues impacting Tribal public health during the pandemic. Most notably the article highlights the failure of the federal government to adequately support American Indians and Alaska Natives, as well as the impacts and importance of Tribal authority/jurisdiction in creating culturally appropriate public health measures. The article includes recommendations for Tribal, federal, and local governments in how to best manage the pandemic.

The authors identify strategies and approaches for creating culturally resonant health promotion interventions in partnership with Native communities, drawing on lessons learned from five community-based Native health intervention studies. The practice strategy this article is focused on is community-based, culturally resonant health promotion. The article presents strategies of how Durham County Department of Public Health operationalized equity into multiple phases of its COVID-19 response through infrastructure changes and how to apply these methods to future public health emergencies to better serve vulnerable populations. This response relied upon robust data collection of demographic data to identify inequities. Infrastructure changes included standing up multiple COVID-19 Task Forces (Homeless, Community, Food Security, African American) and Strike Teams (Long-Term Care Facility, Clusters) targeting vulnerable populations; placing testing sites in targeted locations; collaborating with multisector and community partners for feedback; and providing Health Ambassadors for in-person dissemination of COVID-19 information. The paper reviews results from these interventions and lessons learned.
