Summary Report/Recommendations
The Massachusetts Executive Office of Elder Affairs, the Massachusetts Healthy Aging Collaborative, and Tufts Health Plan Foundation partnered with FSG to conduct interviews and secondary research of COVID-19 lessons and recommendations framed for three key audiences: organizations, partnerships and collaborations, and funders and policymakers. This research was conducted in six communities in Massachusetts, and identifies key themes and strategies to lift up based on real-world activities implemented during the pandemic. Findings emphasize the disproportionate impact of COVID-19 on older adults across a broad range of social, economic, and health factors, and effective strategies for supporting older adults are outlined such as direct communication and flexible services. Gaps are also identified across each of the findings, indicating where there is room for improvement and community strengthening. Lessons and recommendations are also clearly outlined by audience, with clear suggestions for implementing effective strategies to support older populations in various community settings.

Case Study, Key Informant Interview
This case study discusses how Hawaii’s Behavioral Health Administration (BHA) partnered with state housing services to organize isolation and quarantine services for people experiencing homelessness. This department also focused on substance use disorder and mental illness, so they worked to build partnerships with treatment centers that individuals could enter after quarantine. The BHA has also focused on braiding funding sources between substance use disorder and homelessness efforts to provide more wraparound services and combat the siloization of different departments.

Case Study
During the pandemic, the Minnesota Department of Health created three new teams focused on an equitable COVID-19 response. These teams included the Cultural, Faith, and Disability Communities Branch; the Tribal COVID-19 Healthcare Team; and the Vaccine Equity Branch. These teams created partnerships with community partners, elevated community voices, set equity goals and metrics, and respected tribal sovereignty in their COVID-19 response. This helped to ensure resources were used equitably and that COVID-19 responses were effective within diverse communities.

Data from the Adolescent Behaviors and Experiences Survey (AMES) was used by CDC to assess 9th-12th grade student behaviors and experiences during the COVID-19 pandemic. The prevalence of poor mental health and suicidality was high across students of all sex, sexual identity, and racial and ethnic groups; however, poor mental health, persistent feelings of sadness or hopelessness, and suicidal thoughts and behaviors were less prevalent among those who felt close to persons at school and were virtually connected with others during the pandemic. The mental health of youth might be improved via strategies that improve connections with others at home, in the community, and at school.

Recent national surveys of young people have shown alarming increases in the prevalence of certain mental health challenges. We know that mental health is shaped by many factors, from our genes and brain chemistry to our relationships with family and friends, neighborhood conditions, and larger social forces and policies. As we learn the lessons of the COVID-19 pandemic, and start recovering and rebuilding, we have an opportunity. Everyone has a role to play in combating this mental health pandemic. Ensuring healthy children and families will take an all-of-society effort, including policy, institutional, and individual changes. This article discusses the negative health impacts of isolation in older populations, while realizing the dangers of COVID-19 exposure with in-person interactions. Isolation and social support indexes, such as the Duke Social Support Index, are outlined as possible tools to create awareness of individuals’ risks. Additionally, some possible interventions to help address isolation, such as interventions like PEARLS, which is designed to increase social support and decrease isolation and loneliness.
