The authors discuss the need for a formal evaluation of the health equity impact of a new intervention, as these evaluations are hardly ever performed as part of a health technology assessment to understand its value. An evidence-based quantitative assessment of the health equity impact can help decision makers develop coverage policies, program designs, and quality initiatives focused on optimizing both total health and health equity, given the treatment options available. The authors outline the conceptual basis of how a new intervention can impact health equity and adopt distributional cost-effectiveness analysis based on decision-analytic models to assess this quantitatively, using a newly FDA-approved drug for Alzheimer’s disease (aducanumab) as an example.

To help policymakers and other stakeholders identify opportunities to improve health equity in their states, SHADAC has produced a set of data resources for the 50 states and the District of Columbia. Using the Behavioral Risk Factor Surveillance System (BRFSS) Survey — combining the three most recent years of data (2018–2020) to improve our ability to develop reliable state-level estimates for smaller population subgroups — SHADAC created maps and charts showing how states compare to the U.S. average in measures of people’s self-reported physical and mental health, and how people’s physical and mental health varies depending on their race and ethnicity, level of income, and age within each state.

Peer Review Study
This study evaluated COVID-19 data from a major federally qualified health center in Providence, R.I., to see how the Hispanic/Latinx community was impacted during three re-opening phases within the state. When compared to data from the entire state, Hispanic/Latinx individuals experienced higher rates of positivity than any other racial group, with urban Hispanics at greatest risk for contracting COVID-19. The paper urges further investigation on the causes for this disparity, as well as targeted interventions to counteract it.

Peer Review Study
This study examined internet access and mode of access by social class, race, and ethnicity among youth in the U.S. to gain insight on whether these vulnerable populations experienced disparities in access and health education. The study found that low-income Black and Hispanic youth are least likely to have access to internet at home, meaning web-based dissemination of health information is not reaching this population.

Summary Report/Recommendations
This article discusses use of digital contract tracing applications in France during the COVID-19 pandemic. While these apps have been created to help mitigate spread of COVID-19 by offering health advice on isolation and testing, they are not being used by the majority of the population. In May 2020, the COVID-19 Control and Society Connection Council (CLL) was established to issue advice and guidance on the national epidemic digital systems. This paper illustrates the recommendations by this committee for the improvement of these applications.
